Biography

Richard Breen graduated from Saint Xavier High School. Breen earned a bachelor's degree from Vanderbilt University in 1976 and a law degree from the University of Louisville, Brandeis School of Law in 1979. Breen's career experience includes working as a lawyer.[1]

I am a fifth generation Louisvillian. My great great grandfather Martin Breen was in Louisville by 1843. My relevant experience includes: Jefferson County Deputy Sheriff (Badge #518) and Reserve Deputy Sheriff for over 10 years, Lawyer, Trustee, Mayor City of Glenview, Special Justice on the Kentucky Supreme Court and several other Supreme Court appointments, President Kentucky Academy of Trial Attorneys (now KJA), six years on the Board of The Association of Trial Lawyers of America (now AAJ), Board Member at: St. Xavier High School; Ursuline Campus Schools; and Hand in Hand Ministries. Chair of Financial Oversight Committee at my church. I belong to Sojourn East Community Church, the Knights of Columbus, American Legion, KY Sheriffs Association, FOP Sheriff’s Lodge 25, and the Ancient Order of Hibernians.
  • Implementation of modern tax collection technology is urgent. I will make it possible for taxpayers to receive their tax bill digitally. I will make it easier for taxpayers to pay property taxes online. To further promote transparency I will post the JCSO’s annual budget on the website like I did for the City of Glenview when I was Mayor.
  • A challenge facing the Jefferson County Sheriff’s Office mirrors that of many organizations nationwide: recruiting, retaining, and developing the next generation of leaders. Fewer people are entering public service, expectations are higher, and the role of modern law enforcement is more complex than ever. Addressing this challenge requires intentional leadership development and inclusive recruitment, including outreach to People of Color to build a workforce that reflects, understands, and earns the trust of the community it serves.
  • I am committed to leading a Jefferson County Sheriff’s Office grounded in three principles: Service, Integrity, and Security with a commitment to transparency. Everyone who interacts with the Sheriff’s Office and our courts should be treated with dignity and fairness, and these values will guide every decision I make.

When visiting their courthouse, for whatever reason, every citizen deserves to be treated with dignity and respect as they interact with their justice system. As Sheriff, Richard is committed to leading a department that continues the outstanding service already provided by the men and women of the Sheriff’s Department. 

 

As an attorney, Richard represents clients from every neighborhood and every walk of life. Richard promises that each person who interacts with the Jefferson County judicial system will be treated with professionalism and respect by the Sheriff’s Department.
