Biography
Rosalind Welch earned a high school diploma from Central High School. Welch earned a bachelor's degree from the University of Kentucky in 2004 and a graduate degree from the University of Louisville in 2016. Welch's career experience includes working as a project manager.[1]

Roz has spent the last 14 years in the retail field, managing great customer interactions and experiences in one of the nation's top retailers. Currently, she supports stores across the country as they are remodeled for enhanced retail experiences. She is passionate about 5-star service, and
- It's time to bring 5-star service to the County Clerk's Office. 1) Accountability, 2) Accessibility, 3) Engagement, 4) Efficiency, and 5) Security.
- You shouldn't have to wait 2 hours to vote. You shouldn't have to sit in a clerk's office for hours to renew your tags. Its time that we make our processes more efficient and frictionless for every Louisvillian.
- Protecting voting is more than just a fight for this year. I have been advocating for expanded accessibility for voting in Jefferson County since 2020. Speaking up on behalf of citizens at board of elections meetings, creating connections with community to expand voting locations, and working the polls for more than a decade. This work isn't new to me, I'm ready to serve you in an official capacity.

01 ACCOUNTABILITY
The transition to the new motor vehicle registration system has not been without its challenges. However, the Jefferson County Clerk's Office should ensure that residents have a friction-free process. Roz will reevaluate the current process to identify ways to streamline and thereby shorten wait and processing times.
02 ACCESSIBILITY
Currently, we have 8 offices. Roz wants to add an additional office in proximity to the I-264 corridor.
Louisville is a collective of many cultures. The clerk's office must be able to work with all residents. Roz will increase the number of translators and expand materials to include multiple languages.
03 ENGAGEMENT
Roz will engage the citizenry to expand our election worker database. She will work with schools, churches, elected officials and other community partners to engage our customers early and often regarding the services we provide. Roz will also engage and develop our robust team of employees, enhancing pathways to promotion and paying a living wage.
04 EFFICIENCY
It should never take 2 hours to vote!
Improving our systems to have the most efficient and secure technology is paramount. Currently, most activities at our offices are walk-in focused. Roz would expand our appointment and drop-off services, and explore expanding our dealer services to include mobile/ field support.
05 SECURITY
In 2024, our County Clerk's offices were held hostage by a ransomware attack that shut down offices for several days. The Clerk's office originally said nothing was taken, only to later recant once the Russian hackers posted a file list on the dark web. Roz will ensure that the security of information and our systems are improved, while being open and honest when breaches happen.
