5 arrested for kidnap and torture of Korean man in Phnom Penh

The Phnom Penh Police Force, under the direct command of Lieutenant General Chuon Narin, Deputy Commissioner-General of the National Police and Commissioner of Phnom Penh Police, conducted an investigation and cracked down on the case of the detention and torture of a Korean man, arresting five perpetrators, four Chinese and one Cambodian.

The victim’s name is HA CHEONGIL, a 51-year-old Korean male.

The five perpetrators are:

1st: ZHAO YUNLONG, 37 years old, Chinese;
2nd: XU TONGHUI, 39 years old, Chinese;
3rd: DO YONGZHI, 45 years old, Chinese
4th: ZHENG MING ZIE, male, 41 years old, Chinese
and 5th: Phum Vuthy, male, 35 years old, Cambodian (driver).

Police stated that on September 21, 2025, at 8:30 PM, the male victim drove a white TOYOTA PRIUS and then went into the TEMPLE cafe until around 21:50 PM when the victim walked out of the cafe and back to the car.

When he reached the car, the five suspects suddenly arrived in a black GAC car, grabbed the victim, got into the car, and fled.

A security guard reported the incident to police, and forces went down to check the security cameras and saw the suspect’s car returning, preparing to take the victim’s car.

Police stopped the suspect named ZHAO YUNLONG and proceeded to arrest the four suspects on September 22, 2025 at 17:00 at a hotel at 889 Preah Si Sovat Street, Chattomuk Sangkat, Daun Penh District, by the forces of the Boeung Keng Kang District Police Department in cooperation with the light police force and the Daun Penh District Police Department.

After the arrest, the police searched and found 1 K54 semi-automatic pistol, 2 magazines, 9 bullets, 1 iron rod, 3 radios, 1 rubber pistol holster, 112 pills of the drug Yama, 2 passports, and some drug pipes.

Currently, the above five suspects, along with the evidence, are temporarily detained at the Boeung Keng Kang District Police Station to prepare a case and send it to court.
