Foreign suspects identified in murder case of Phnom Penh teen

Police have identified 2 foreign nationals, arrested after the discovery of a teenage girl, bound and naked, in a shallow grave in Phnom Penh.

Police say that they have arrested two suspects, CHEN CONG, 30 years old, Chinese (the victim’s boyfriend), and LI HAOHAO, a Chinese male, 34 years old.

The men were arrested in connection with the murder of Heng Seavly, 18, whose body was found buried near Aeon 3 Shopping Mall, Choeung Sangkat, Dangkor District, Phnom Penh on the 1st of March.

The mother of the victim told police on Saturday that her daughter had been working at a casino in Sihanoukville.

About two weeks ago, the victim phoned her mother and informed her that she had moved to Phnom Penh with her Chinese boyfriend.

After questioning, the two confessed that they were indeed involved in the death of the victim on the night of February 27, 2025, and named YANG KAIXIN, a 26-year-old Chinese national as their accomplice.

Suspect YANG is on the run and being sought by police.

Currently, the two suspects and the seized evidence have been sent by the department to the Phnom Penh Municipal Court for further proceedings.
