Viren, Runaan, and Sol Regem seem to be the characters most ok with child murder. So probably one of them.
Sol Regem committed genocide because humans didn't want to live in dirt and poverty. Even Viren's reasoning is, maybe not justified, but you can see some reason in it

Well I see reasoning in Sol Regem's actions He was king of magical life and humans wouldn't stop practicing a magic that is in opposition to his duties. Also Viren is killing people just for power while claiming to care for other humans. Sol Regem is more honest and that city looked way to good for all humans to be living in poverty/dirt.
If I recall correctly, cities were built after/thanks to discovering of dark magic. Humans managed to escape poverty thanks to that magic. I still think that wiping out entire cities with fire was unjustified.
Those three are fine, but Fake Gren is absolute garbage.

I dont think we really know enough about Khessa’s history and actions to truly judge her, but i’ll go off what we know. she definitely has some kind of superiority issue here, not only does she look down on humans, but also elves themselves, she’s an arrogant old tyrant if anything. however, even though her methods of judgement and punishment are harsh, acting on her own whims, she does prove to have some ethics. she uses the light to judge humans, if they have used dark magic, and acts accordingly, unlike someone else in this poll. she’s unjust and definitely has some issues, but the best of the three i would say, letting her power go to her head, if anything she’s just too overly pompous.
Viren is focused on his lust for power and domination, and will do anything to reach that goal. we definitely haven’t seen his full capabilities but from what we’ve seen he’s dangerous, violent and isn’t going to stop easily, he exploits the people around him and definitely thinks he’s better than a lot of people, and thinks that peace is an act of cowardess, a backwards view, but what can you expect from a villain? he does show humanity for Claudia though, and i think that’s his only redemption for me, i don’t fully understand his motive but the fact he has emotional range gives him more dimension than most villains, and they could really play with this aspect of him a lot more.
Sol Regem is my least favourite, he has no redeeming qualities and is without a doubt the worst of them all, i want to see them develop him further on though. however, Sol Regem is fuelled by hatred, a couple humans did dark magic and proceeds to murder an entire village of innocent people. sure, dark magic is bad, but that’s beyond excessive. Sol Regem has the idea that just because one human did dark magic, every human has the capacity to. he takes free will out of their hands and mercilessly executes humans, set that he is doing the ‘right thing’. that’s genocide. Sol Regem is the lowest of the low, the worst villain so far, he is prejudiced, full of hate and unnecessarily merciless.
tl;dr - Khessa is a tyrant and overly pompous, but really not the worst. Viren is on a power trip but shows true moments of humanity and the show could really play into this. Sol Regem is a merciless and prejudiced killer, hands down the worst
I think that Viren truly believed, that his actions are justified by the urge to protect humanity. He isn't right, of course, but I don't think his motivation is lust for power per se (at least it's not primary motivation).
I really hope though that, after realising that he's been being used by Aaravos, he'll want to atone for what he's done.
Picked Sol Regem, though honestly Khessa was almost as bad.

The guy that creates the whole plan for Ezran's abdication. Like, dude, what the hell. We never got any idea of him being Viren's supporter (idk, maybe he noded his head when Viren proposed the spirit swap in the very beginning) and it seamed that he did it for kicks. Maybe we will get more of him and his views.
Also, I get strong villain vibes from Opeli. She seemed to interested in the whole regency thing. She might have opposed Viren only because it would have been easier to manipulate a child king and mold him then change adult's opinion about her.
Honestly I chose Khessa because of how stupid she was as a leader.
Sol Regem saw that a threat was rising amongst the humans and acted to snuff out the sparks before they catch fire. Yeah sure burning down a city isn’t nice but imagine the potential danger of an army of dark magic users. Yeah one city to avoid that, for dragons that’d be a very good deal.
Viren managed to rally 3 kingdoms, assassinate the Sunfire queen, and essentially invade half a continent. He’s also not stupid like Harrow so by contrast I like him more than Khessa.
Khessa decides not to listen to or torture for information a FUCKING general of the strongest human kingdom, leading to her death and the invasion of Xadia. In fact, she tries to kill what could be a major intelligence asset. She dumb as bricks. The other 2 showed competence. She is just annoying.

Nope not really. When the US caught Pakistan giving aid to the Taliban, they threatened to bomb them back to the stone age. A single city is a mercy for what is essentially developing a WMD and threatening to use it while MAD does not apply.
