Is to have tattoos prohibited in the U.S high schools rules?

It depends on the school and their policy. My high school allows tattoos. I think a good amount allow them, but I could be wrong.

Public schools do not prohibite tattoos as long as they are not profane or offensive. Private schools may have their own rules.

Teachers have tattoos as well though might have to cover it but it depends on the school

Many schools allow them, but you have to be 18 years old or have your parents' permission to get a tattoo legally in a tattoo shop, so most high schoolers do not have tattoos unless they're homemade!

@isabel_rose is right about the nature of high school tattoos and the legality of it. At my high school, no one ever questioned the legality of the tattoos. Quite humorously a girl stated in our yearbook that she hoped her parents wouldn't find out she got one without their permission! While the school never reprimanded her for it, I can't say how her parents reacted.
