I checked this artist a while ago and they've been doing this kind of quality from before publicly usable AI, so I don't think they'd abandon doing things the right way to shift to AI assistance, let alone outright generation. They had WIPs and timelapses of their work (including this) on their account, so simplest conclusion is to accept that they're legit.
