Ukraine Donor Platform meetings at URC2026 in Gdansk

The Ukraine Donor Platform held its third annual ministerial meeting today on the margins of the Ukraine Recovery Conference in Gdansk, Poland. The meeting was chaired by Marta Kos, European Commissioner for Enlargement and was opened by the Prime Minister of Ukraine, Yulia Svyrydenko. It was preceded the previous afternoon by the 17th meeting of the Platform’s Steering Committee – its main governing body – which brought together senior representatives of members, observers, and international financial institutions.
At the ministerial meeting, donors exchanged views on where the Ukraine Donor Platform can deliver the greatest added value over the next 6–12 months, with a focus on areas where coordinated action can have the most immediate impact. The discussions also addressed the Platform’s longer-term strategic priorities, taking into account the challenging geopolitical context and heightened uncertainty. Particular attention was given to how the Platform can most effectively support Ukraine’s recovery, resilience, and reform trajectory over time.
According to the latest data reported to the Platform Secretariat, donors’ total economic support commitments to Ukraine since the start of Russia’s full-scale invasion – including both disbursed and planned funding, as well as resources dedicated to recovery and reconstruction – have reached USD 308.4 billion. This total comprises USD 244.4 billion in budget support and USD 63.9 billion in sectoral assistance.
Between February 2022 and the end of May 2026, Ukraine received around USD 176 billion in budgetary support from Platform members, observers, and participants. Links to new support announcements made during the Ukraine Recovery Conference by Platform stakeholders are provided below.
The Steering Committee welcomed the finalisation of the EU’s Ukraine Support Loan, a key development since the last meeting. Donors reviewed Ukraine’s financing needs for 2026 and 2027 and discussed options to close the remaining financing gap. They emphasised the importance of coordinated support, broader partner participation, and the use of innovative financing instruments that do not increase debt vulnerabilities. The Steering Committee received updates from the Government of Ukraine, the International Monetary Fund, the European Commission, and other partners, and identified key milestones for the remainder of the year, with a focus on securing financing and advancing sustainable long-term solutions.
The Platform took note of Ukraine’s progress on key reforms and broader economic transformation, while underlining the need to accelerate pending and forthcoming measures in priority areas, including rule of law, anti-corruption, governance of state-owned enterprises and regulatory changes to improve the investment climate. Members highlighted the importance of strengthened coordination among stakeholders to unblock critical decisions, maintain reform momentum, and advance the implementation of public investment management reform. They welcomed the EU’s decision to open the first accession negotiation cluster with Ukraine and discussed the next steps to support the timely delivery of reform commitments and to sustain progress towards EU accession.
The Government of Ukraine presented its “Ukraine Economy of the Future” economic recovery strategy, designed to help address current challenges while making the most of the country’s opportunities. The concept sets out a 15-year vision for a private sector-led, innovative, investment-driven, and liberal economy that is ready for EU accession, while creating economic opportunities for all Ukrainians through more and better-quality productive jobs.
The Platform reviewed progress in advancing Ukraine’s rapid recovery and investment priorities for 2026, with particular attention to the need for coordinated action by the Government and donors to ensure resilience during the next winter period and to support the implementation of the Joint Action Plan for Rebooting Ukraine’s Energy Sector. The Steering Committee discussed bottlenecks affecting project implementation, including institutional capacity and procurement processes. In this context, members called for strong follow-up to the recommendations of the EIB-led Governance Reform for the Operationalisation of Ukraine’s Reconstruction and Development exercise and the EBRD-led Rapid Implementation Readiness Assessment, and welcomed the interest of Sweden and Switzerland to join Ukraine’s Framework for Project Preparation.
The Platform welcomed progress with the roll-out of the EU Flagship Fund for the Reconstruction of Ukraine and the United States-Ukraine Reconstruction Investment Fund. The Steering Committee further discussed ways to enhance the visibility and accessibility of investment opportunities in Ukraine and to translate available de-risking instruments into concrete investment flows. Members thanked the BAC’s outgoing Chair, Vice President of Confindustria Barbara Cimmino, and its membership for their strong commitment over the past year. They provided guidance for the BAC’s next term, in line with the Government of Ukraine’s priorities, and looked forward to working closely over the next 12 months with the incoming Chair, Mr Bruno Hervet, representing MEDEF International, CEO Europe and Chairman of SUEZ Consulting, as well as with the new BAC membership.
The Platform’s next Steering Committee meeting is expected to take place in the autumn.
