All the action is happening inside the mall, if you don't wanna get inside you'll have to catch someone running there at the start of a raid. If you get a close spawn to the mall you can also just run in and camp the entrance, I like sitting in the elevators next to the pharmacy at Idea.
You can also queue early morning instead of night time, you might see more players from 7-10 AM.

I haven't had any issues with GZ at all. There's still some issues, like the building with the scaffolding, the name of which I can't recall, will dumpster your frames still.
