the only way i can see it being prevented tho is better education in the west and better parents, both of them are hard to achive and are interlinked, better education = better parents statistically, its like the south and north during the civil war. north had better shit for whites, and the whites themselves, enlisted or not generally had better education.
the schooling we have rn is STILL miles up from before but is plagued issues like funding, teachers quitting for understandable reasoning (teens are mean, its very hard to teach dumbass ipad kids, etc) and corruption
