Across the country, public hearings on Constitutional Amendment Bill No. 3 (CAB3) have already taken place, proposing some of the most significant changes to Zimbabwe's 2013 Constitution since it was adopted. Among the proposed changes are extending presidential and parliamentary terms from five to seven years, changing how a President is elected, restructuring key institutions, and altering constitutional safeguards that many argue were specifically designed to prevent excessive concentration of power. And yet millions of Zimbabweans still do not fully know what CAB3 is. That should worry all of us. Because constitutions are not ordinary laws. They are the rules that govern the people who govern us. This is not about political parties. It is about whether citizens fully understand changes that could shape Zimbabwe for decades. Across the public hearings, concerns were raised about limited consultation periods, inadequate venues, exclusion of dissenting voices, and whether such far-reaching constitutional changes should proceed without a referendum. Civic groups, lawyers, churches, constitutional scholars, war veterans, and ordinary citizens have all entered the conversation. The question now is simple: Should changes of this magnitude happen without every Zimbabwean fully understanding what is being changed? We believe the answer is no.
