    平安京は、現実を完全に無視し、中央集権体制を確立する為の理念によって造られた、

    初めから全く無駄な都市であると言っています。

    私が感心したのは、967年から施行された律令の施行細目「延喜式」です。

    今日の法令と全く変わりません。

    街路や居住区の運用方法についても規定されています。

    1. 　凡そ京路は皆、当家をして毎月掃除せしめよ。

    2. 　凡そ道路の辺の木は、当司・当家これを栽よ。

    平安京では、自宅前の路面清掃は法的義務であったのです。

    今回、京都に旅した時に、京都では家の大小にかかわらず

    前庭と道路が常に掃き清められている事に気付いていたく感心していました。

    ところが京都駅で買ったこの本を読んでみると、

    なんと清掃の義務が「延喜式」に定められているではありませんか。

    この規定が、徐々に民の生活習慣に根を下ろして、

    今日では当たり前になったと想像するだけで、

    1200年の京の奥深さを感じます。

    なぜ京都御所は、平安京中心にないんだ？

    なぜ東寺が、御所からみて大分東にあるの？

    なぜいまの京都の繁華街が大分東にあるの？

    などの疑問が解消すると共に、そうなった経緯、理由を平安京成立以前から、語り起こしてくれており、納得性が有ります

    不勉強にも京都=平安京の周辺拡張、と思っていたのですが、そもそも平安京右京部は完成したことが無い、という事実は衝撃でした

    また、なぜそうなったかという背景に、日本の背伸び、無知からくる勘違い、仕組みだけ持ってきて本質は持ってこない、など現代でもママある課題が見え、複雑な気持ちになりました。

    「平安京はいらなかった」…そんな衝撃的な題名を目にして思わず本書を手に取った。

    何しろ平安時代だけでも400年、首都機能として考えれば約1000年に及ぶ長い歴史を誇り、雅な王朝文化を育んだ平安京…その悠久なる都が「いらなかった」とは？！

    …結論から言えば、著者は決して平安京そのものが不要だったと論じている訳ではない。

    ただ、あれ程までに巨大な都は必要なかったという事を言いたいのだ。

    そこで、平安京の実像を緻密に調べ上げ、平安京が如何に「過大＝オーバーサイズ」であったかという事を徹底的に論じたのが本書である。

    先ずは“平安京の無駄”として槍玉に挙がるのは朱雀大路である。

    具体例や数字を挙げながら朱雀大路の広大さを紹介し、続いて、意外にも利用機会は殆ど無かった事を証明する。

    それでは一体、何の為にこの大路が必要とされたのか…。

    この先については残念ながらここで明かす訳には行かないが、読めば成程、朱雀大路が実質的な役割よりも寧ろ、単なる演出の為だけに存在したという事実を確認出来るであろう。

    本書ではこのように、嘗ての平安京の姿を分析しながら“無駄”の実情を暴いていく。

    或る特定の国だけを対象にした鴻臚館、不完全な設計が原因で荒廃した右京、やたらと目立つ“空白の土地”、余りにも大き過ぎる不便さ故に却って縮小された政務…。

    理想と現実は違ったと言うべきか、当初の予定が狂ってしまったと言うべきか…何れにしても、平安京があれ程大きくなければならない理由はなかったのである。

    勿論本書は、単に平安京の巨大さを挙げ連ねて「無駄」を連呼するだけではない。

    外交や祭礼を紹介しながら当時の価値観について詳らかにしているし、廃れた右京と発展した左京を対比させる事に依って、平安京の全貌を再現する事にも成功している。

    或いは、平城京にも着眼し、いっその事“手本”である長安と同じサイズにすれば良かったものを、敢てしなかった（出来なかった）という理由についても考察しているのだ。

    更には、平安時代の後半では既にこの無駄に気付き、平安京の“再利用”が試みられた事…取り分け信西の改革を重点的に論じている個所は非常に参考になった。

    主眼は「余分が多かった平安京」でありながらも、実は多くの引き出しを持っている所が本書の魅力であり、次から次へと興味深い話題が飛び出すと同時に、その奥に隠された“平安京の実像”を覗き込む事が出来る所に工夫があったように思う。

    尤も「平安京は本当に無駄ばかりであったか」を判断するのは読者次第。

    私個人としては、本書を読んで確かに平安京には余剰が多過ぎた事を実感したものの、その一方で、こうした平安京だったからこそ生まれた歴史があり、文化があったという事を改めて考えさせられた次第である。

    「平安京の無駄」と言うマイナス点を論じながらも、実は平安京の歴史的意義に気付かせてくれる一冊。

    本書を読んで「無駄の多い非現実的な都」と認識するも良し、「やはり平安京にはあの大きさが必要だった」と反論するも良し、正しい回答がないからこそ面白い…そんな画期的な著作であった。
