The alleged cover-up includes claims that church officials investigated the matter themselves, interviewed alleged victims and witnesses, and failed to notify police at that time. The State’s court filing also alleges that camp leadership reacted dismissively, including characterizing the boys’ story as “shaky” and giving a sermon about people who spread rumors.
The alleged enabling issue is that Moore was allowed to serve again as a cabin leader at the 2006 annual retreat despite the 2005 reports and internal investigation. Court documents and the Kansas Court of Appeals opinion describe additional allegations from 2006 involving similar nighttime conduct with teenage boys.
