That is what I would assume. I do know one of their competitors was sending all their spam clients to QuadraNET that is what I heard.

While QuadraNet staff is questionable (both former and current) they do currently not host anything really questionable besides 4Chan, not much spam, no phishing... all in all a fairly clean network.
