Literacy does not grow on its own. Behind it stood an expanding network of schools, teacher training, and standardized curricula. Zemstvo schools played a major role. What had started as scattered initiatives was turning into a coordinated national policy.
By the 1910s, the state was preparing the next step. Not just teaching people to read, but building a coherent system.
