26:21 basically Eslin reminding Hiden that this isn't an alliance of good friends but one of convenience against a mutual foe to secure their geopolitical position by demanding Bolate give up it's currently accumulated magical research into granting individuals with innate magical abilities (despite the horrendous mortality rates) in exchange for a grace period.
I image Eslin will as soon as they understand the process in granting humans innate magical abilities through embedding red stones into body they'll immediately start using their own citizens as test subjects and fodder in order to produce their own core battle wizards from the small handful of survival of that process. (Much to Hiden's queen dowager T'ala's horror)
Note: funnily enough I could see Hiden, now that magical or sorcery education and practice will now be legal within that realm they could develop a way to create essential similar wizards but without having to do the horrid process of embedding red stones into people whom most subjects would die in agony. Basically why not start creating red stone staves/staffs or tools that basically act as channeling devices to allow a weilder to essentially cast spells or manipulate forces like Bolate's battle wizards do, essentially a new type of "regalia" that are spell catalysts for use by Hiden's potential core of wizards.
Problem ofcourse with that is...the magic forge of Hiden is no more, now just the Book of Toah in Clen's (Clevatess') possession so kinda hard to make these hypothetical new types of regalia without it.
