The thing about China is that especially to non-Sinophones (and even to them) it is not very accessible. Sure you can visit but a short visit doesn't tell you much about the political economy of a country, again especially if you don't know the language or culture of said country

The real answer is that the best thing a government can do to avoid polarization is to raise the standard of living for everyone and to give them a future. If you stop raising the standards of living people will get bored and will find other things to do. Same if QoL declines
