1966年3月生，研究生，经济学博士，中共党员。曾任：江西移动党组书记、董事长、总经理，四川移动党组书记、董事长、总经理，广东移动党组书记、董事长、总经理，中国移动通信集团副总经理、党组成员，中国邮政集团有限公司董事、党组副书记。现任中国联合网络通信集团有限公司董事、总经理、党组副书记。

Born in March 1966, Mr. Jian Qin is a member of the Communist Party of China with a PH.D. in Economics. Mr. Jian served as Secretary of the Party Leadership Group, Chairman and General Manager of Jiangxi Branch of China Mobile Communications Group Co., Ltd. (CMCC); Secretary of the Party Leadership Group, Chairman and General Manager of CMCC Sichuan Branch; Secretary of the Party Leadership Group, Chairman and General Manager of CMCC Guangdong Branch; Member of the Party Leadership Group and Senior Vice President of CMCC; Deputy Secretary of the Party Leadership Group and Director of the Board of China Post Group Corporation Limited.

Mr. Jian is currently President, Deputy Secretary of the Party Leadership Group and Director of the Board of China United Network Communications Group Company Limited.
