Estonia is using banking regulations to seize Russian property. Close their accounts, make utilities unpayable, wait for forfeiture. The method has historical precedent. Russian property owners now have their bank accounts closed based on origin. They can't pay utilities. They risk losing their apartments. But paying those bills without access to Estonian banking is impossible. During World War II, property belonging to murdered Jews was systematically looted. Apartments were occupied by locals after entire communities were destroyed. Belongings were redistributed or taken by collaborators and others. The mechanism changes, the principle remains.
