Waterdeep sits on the flattened-by-human-excavation inland spurs of Mount Waterdeep, in its lee (it shelters the city against fierce storms from the sea). The city occupies a defensible plateau (that slopes south to the harbour), avoiding mountain slopes too steep to be built on.

As for the sea, it occupies a submerged plateau or six, but is below the level of the city. A very good thing, considering the condition of the sewers. #Realmslore
