This was a very early 3d game that actually tried to have a story; it's not exactly surprising that there were some rough spots. Meanwhile, that animation has no such excuse.

You kinda have to take context into account with a quote like that though. I know yes most people poke fun at it in a "haha look at this quote that hasn't aged well" sort of way, but yeah thing is back 1999 having facial animations at all (even if they looked silly) was not common in most games. Even some of the best looking PC games at the time either lacked facial animation altogether or had really simple looking animation (like in Half Life 1 the animation was restricted just to characters mouths opening and closing in a way I'd called "anime styled mouth flapping").
One reason I went on this slight tangent is because I'm kinda reminded of something I heard from Super Best Friends in one of their podcasts. Specifically someone wrote and email to them saying they played Bayonetta and then went backwards and played Devil May Cry 1 and was like "I don't get it, why do people like this game?" and the SBP responded by saying you have to remember DMC1 came out back on the PS2 in 2001 and at the time an action game like that was very new and it was a pretty slick high end game at the time, and it's not really the game's fault that only 9 years later the same developers would go on to make a game with much more up-to-date controls, animations, and combo systems (also adding even in the case of DMC the game that generally gets the most praise is actually DMC3).

I always like to judge a game by the standards of its time. It's simply not fair to try and make a direct comparison to newer games graphically.

Adventure 1 had the fucked up facial animations and nonsensical voice acting. While Adventure 2 was more weird body animations and dialogue overlapping each other.
All in all the Adventure games are treasures meant to be cherished.
