Preface: Section XI article II of the constitution states "Users must alert a mod or the President when their alt account is in use." This was not overruled by the espionage act so they had to report to both minister of Library as well as either a mod or president, as it turns out, spys did not realize they must do the second part. As section XI violations are a high crime everyone who knows someone is a spy and knows this information about the law is obligated to report them. However, once this passes that shall be no longer as they will retroactively be made non criminal, and ideally this occurs before the spys are sentenced after being reported. which is almost certain.

Article I: All spys who registered to the Minister of Library (who is now a position under the Wiki team and not technically a minister but still does all the same things and has minister in the title) And who did not register their alt with a mod or president, are now considered to not be criminals under unconstitutional alt use if that was done before the passage of this amendment.

Admin Request and Mental Health Sundays

Preface: Since was vetoed and there is still no mechanism in place for this I thought I'd propose a simpler but equally reliable mechanism for one of the problem that bill addressed- amending a bill/proposition after it has been posted. While the UBIB would've addressed this by incrementing the Bill ID if it's amendmended and requiring it be reposted as to the original edited, this bill seeks to solve the issue with a simpler solution.

§1 Terms

§1.1: All changes to a bill made after proposition must be clearly stated in a footnote stating what was changed and optionally for what reason. This is to prevent someone from creating a simple, useful bill, getting positive and/or supportive comments, then modifying it to mock support for a disliked proposition.

§1.2: Footnotes are not required for the following:

(a): Changes that do not affect the meaning, e.g. spelling fixes.

(b): Clarifications or rewordings that clarify an existing rule.

(c): Reformatting or otherwise changing the structure without modifying the meaning.

§1.3: A bill post must not be significantly or meaningfully modified after it has been passed by council. This is to avoid confusion on what rules are in affect/actually passed. Exception: If council modifies a bill before passing it the original post may be modified to reflect the updated version.

§2 Enforcement

§2.1: Any bills in breach of the listed terms shall be considered a breach of the law and a potentially bannable offense.

§2.2: This bill shall go into affect upon passing.

I find it vital to make work on the second front of our population battle, retention, like a glass with a hole we cannot grow this community without retaining members.

Section 1: In the scenario a user has D.I.D and an alter is underaged for the server in the official Discord server, the following shall be the protocol on placement:

 Article 1: Eligibility for citizenship for those who are diagnosed or claim to be diagnosed with Dissociative Identity Disorder is determined by the age of the Host/Body, not the age of the alters within the host.

 Article 1.5: Underage alters are strictly prohibited from viewing, reading, or participating in any public channels within the main server. This is zero-tolerance. Older alters may also not participate, view, or read anything in the “Safe” server.

 Article  2: A specific, restricted server (or hidden channel category) will be provided. Access is granted via a unique role. The "Safe Space" role must be manually removed immediately upon a switch to an adult alter. 

 Article 3: The user considered to have the most activity in the server shall be given the permissions to give or remove this server role. (provided by lurker)

 Article 4: An underage alter must never be active alone. A trusted user being hand-picked by the alter themselves. The alter cannot decide on a convict, someone with a harsh criminal record (involving harassment, bullying, or posting gore/pornographic material). Any member chosen which breaks this shall not receive the role. If the Role Keeper fails in upholding this, they shall be punished under Article 5.

 Article 5: If the user responsible for upholding the roles fails to properly do their job (giving the wrong roles, or generally illegally granting roles that lead to anything in 5.5) they are to be immediately removed and completely prohibited from a high Discord position.

 Article 5.5: A user's failure to uphold this job can be defined by acts that put the underage alter in any sort of risk or distress. Some examples of this include intentionally presenting the underage alter with images of gore or pornography with the intent to upset, disturb, shock, or scare them, or the user maliciously and purposefully trying to sway an underage alter to a political ideology they would not normally hold, especially against the wishes of other alters, or coerce the underage alter into committing an immoral/illegal act.

 Article 6: Any user given the responsibility of the role keeper position may decide to withdraw from it at any time without consequences.

 Article 7: If the system fails to self-enforce, the underage alter is banned from the community entirely. (Requires 3 individual strikes or 1 refusal to leave.) If this is, once more, breached, the user is to stand on trial, where it will be up to the court. (Minimum of a week's ban for all alters if passed. Justices may not rule on a full server removal because of a violation of this rule.)

aaaaanyways so this bill is about the census. as the former minister of census i noticed some things that could be changed and would be better. so like i noticed that since theres been some new people popping up the census should be more visible and easily accessible for those new players.

i also noticed that the census results didn't come with the usernames of all the people in each party unlike the , and i thought its pretty convenient to have a whole list for us to access as a sort of directory to see whos in what party.

one last thing i noticed is that the census doesnt ask for you voter registration code, which makes it a bit easier to do census fraud.

reflect on this

#1: A council member may not vote on a bill they themselves created/had a part in creating without direct disclosure that they were a part of its creation.

#2: A bill may not involve anything that would directly benefit a council member to vote on it. This includes bribery, financial benefits, or would help remove consequences for a council member. Exceptions to this, however, may occur for giving government raises, yet the financial benefit is limited to raises.

#3: A council member found, undeniably, responsible for breaking any stated 'conflict of interest act' rule should immediately be removed from their position, or if it isn't undeniable, they are to be given a trial on whether they should be removed or not.

#4: A council member may vote on legislation that benefits them and their party if the legislation applies equally to all citizens without exception.

#5: Justice members may not vote on consequences for a trial they are currently part of (prosecution or defense or witness), and they may not publicly state the verdict before the unrelated justices have made their choice.

#6: The president may not sign or veto legislation for the purpose of granting themselves a personal benefit or avoiding legal consequences. Nor may they use their office to promote a bill of the type, but they may promote it on their own as a citizen.

#7: In the circumstance a justice member fails to recuse themselves, they are to be put to trial by the other justices to determine whether they are to be removed or not. This requires a 2/3 majority (rounded up to account for justice size changing)

#8: A justice may not issue or support a ruling with the intent of providing political advantage to themselves or their allies. An advantage is considered as directly removing a competitor, granting their ally/party member a non-guilty verdict in an undeniable case, or harming an opposing parties leadership. All of these limitations are considered naught in the circumstance that the law abides to the verdict, and is agreed upon as legally correct by the other justices.

#9: If a citizen sees a clear violation of this bill, that hasn't been acted upon, they may file a direct complaint with the Justices, where the justices legally must look upon it.

#10: While nominations are subject to bias and cannot be prosecuted upon that, the president must ensure their nomination is for the best future of the server, and not simply caused by their personal prejudice. While unenforceable, it is necessary for the thought to exist.

My proposal (that I probably should've submitted back when it was thought of) is a simple limitation on when a crime can still be tried.

#1: The time limit, if accepted, would be 3 months after the original crime was committed

#2: This does not extend to crimes committed before this was put into effect

#3: This right may be revoked for a certain individual if the justices decide upon the crime being so heinous that they must be tried anyway. (This is intended for bullying, harassment, or causing any harm)

#4: Time spent banned or timed out is not added to the limitation. If you spend a month banned, there is still 3 months that you may be brought to trial.

I've been lurking for a while but I don't know any of the current parties, what's a good one to join?

As announced by our president Bob yesterday, our subreddit is now under a state of emergency. This, in my opinion, is completely justified, as we have an impending crisis in our subreddit that is, in fact, an emergency: a lack of new members actively participating in society. As the old guard leave one by one, the chilling truth comes to life: the sub is stagnating, and without new blood, will fall into ruin.

Bob's statement of emergency highlights well the steps that need to be taken: tell your friends, advertise the sub, keep the flame lit. I am just making this post, not in my capacity as press minister, or vice president of my party, or UniCoL administrator, but simply as a citizen who cares about this subreddit and refuses to see it die.

As a relatively new member who joined in January, I can attest that the issue is not a lack of interest from newcomers. In fact, we have recently seen lots of them coming into the sub, which fills me with joy. The problem, however, is systemic: reliable information and explanation about what the sub is and current events is inaccessible, and therefore, active participation in the subreddit is inaccessible.

This is evident from a newcomer's perspective as soon as they join the sub. When they join, the see the sub rules. Except these are horribly outdated and from before the sub became public. Then they look for more links. They find the link to the wiki----also in terrible need of editing. They look to the link to the constitution provided---and soon find that this was the first version and nowhere near our current supreme law. Thus the newcomer is confused, over his head, and has nowhere to go---and, as a result, just quietly disappears.

I can say this with such confidence as I was in that position not long ago. I went through the exact same path described above, and the only reason I managed to become an active member comes down to luck---then council member , now Vice President, agreed to work with me. It is to him I owe all my success thus far.

Many, however, aren't treated to such luck. No one should need such luck in order to become an active, participating citizen watering the flower of our sub which we grow together. And so we stumble upon our current crisis---a clear lack of new members.

When I proposed the Modmail Act in January, the backdrop was noticeably different. At that time, a total of zero people here were worried about a lack of new members---the community was flourishing, life was good. My bill proposed that an automod be created which sent a modmail to all new users containing all important information one would need to actively participate in our society---a copy of the current constitution, the latest election results, a link to the ARPD website, the important things. This bill was passed by council, and then ignored.

It is now, in March, that I ask that we once again take a look at the core ideas within this bill. I want to see, in the near future, that the modmail bill is implemented, that we update the rules, that we update the wiki, that access to information ceases to become a barrier for new users, the lifeblood of the sub, to contribute. In recent days, action has been taken, and it has been working. The wiki team has been created, the ARPD has become an enviable tool, and we are beginning to see the effects, with new users coming and contributing. I have to give a shoutout to for his amazing work in creating his ARPD resources, which are an infinite benefit for the subreddit.

All of this is beautiful, and above all, these are exactly the steps that the sub needs.

So my plea to our society is this: that we keep up the amazing work, implement the modmail act, update the rules, update the wiki, and make our glorious teengovernment accessible to as many amazing people with amazing ideas as possible. I plead the mod team, the wiki team, council, cabinet, and all of us together to keep up the work we have started. I, as press minister, by way of transparency posts, press conferences, and journals, will give my 100% to reaching this goal that I have always championed---a subreddit accessible to all teens, flourishing in prosperity. And above all, I plead that we all, as a community, come together, to keep this glorious community alive, this glorious society alive, for the better of all its members, present and future. Glory to our society! Glory to our teengovernment!

Why I am personally opposed to having significant things on Minecraft, A personal story Content warning for Suicide, addiction, and gambling (Permission has been gotten by the friends family to tell an anonymized version) I used to have a friend, a friend who I was close to for much of my life. This friend often played Minecraft. This Friend would find themselves on a Minecraft server which was fairly popular, this server was around for around a year by this point and had a website. On this website one could exchange money for in game currency. This currency could be used for boxes which would provide rewards of varying rarity, many of which could be exchanged below the table for money. My friend would first gain currency through various means in the game, which they somewhat enjoyed. They would eventually begin spending some of their own money to get more currency to open loot boxes. They would steadily spend more money on this. During this period my friend was less social but I thought little of it. Eventually they would join other servers of varying popularity with similar systems, and engage in similar activities. While my friend used to be well off they had lost their money by this point. They would soon begin using their parents money to continue to buy currency to buy loot boxes. Their parents would soon find themselves losing a large sum of money in part because of this (though there were other financial stresses I will not get into) They would eventually be unable to pay rent and would have to move into a motel. My friend would find themselves in extreme guilt due to this and began to experience some withdrawal from being unable to gamble. My friend would eventually commit suicide. I will not go into further detail on this. The first and primary server my friend went on to gamble would shut down, though some of the other servers have not. This is why I know Minecraft has shitty enforcement allowing this and other things I have heard of like it, I do not take offence if one plays Minecraft. I would also consider playing even. But it's a step too far for me or others to encourage people to get into this platform, which is what putting the economy there would do. I do not take offense to others supporting it there, but I want to plead with you not to. Thank you for bothering to read this.

#1: Every 2 weeks, the president must hold an AMA, and the council must hold one every week.

#2: All answers must be answered truthfully

#3: Certain questions are prohibited, such as personal questions, questions that may cause one harm, questions that could cause self-incrimination, and questions that may discredit an individual.

#4: Council must give their reasoning behind what bill they voted aye or nay upon if asked.

#5: If one breaks rule 2, as proved by conflicting evidence derived by the Transparency posts or another reliable source (must be from a teen government server), they are to be given a warning.

#6: If one breaks rule 5 three times, they are to be put on trial on whether they are to keep their role or not.

#7: The president or council may refuse to hold this ama on their own accord, yet a public reason behind why must be given

General Reform, less clarification, amendment.

Preface: A General set of reforms which will aid in clear and stable governance, is of course up to amendment by council.

Article I: Any form of legal council for someone does not have the same obligation to bring evidence of crime to law (as to preserve attorney client privilege)

Article II: For the specific case of council size limit determination the prior sub size based method will be used. (I have noticed some debate on the exact size so we shall determine that afterwards in a separate proposal)

Article III: It is illegal to remove evidence of a crime, violations shall be considered a high crime.

Article IV: The Minister of Library shall be merged under the Wiki team as with the wiki team there is minimal clear authority for the minister of Library which would not be filled by the Wiki team, we do not need a position to exist at such a level which has no clear job set out for it.

Article V: Any council member who is considered to have a clear “Unique personal conflict of interest” on a proposition cannot make a vote which favors their personal conflict of interest, forced to either abstain (which mathematically reduces the total votes needed, for example if two abstain a 2 out of three voting majority passes something, this in parentheses is an explanation of existing law, not a proposal) or vote against their interest. “Unique personal conflict of interest” is defined as a conflict of interest that is not inherent to simply being in council, is not clearly held by over 2 fifths of the population, is not simply due to one's party, and is not held by a majority of the government.

Article VI: A minister of economics shall be created at the economies release. This minister shall hold authority over the regulation of companies in a similar way to that the minister of political regulations holds. They can also make economic decisions, this is as not everyone in council is a fellow economics nerd and many vote against things they don't understand out of principle, something we should respect. The Minister's decisions on economic policy are able to be overridden by council, and the minister cannot overrule decisions by council, including economic directives for them to carry out. These economic decisions shall initially be taxes and spending, but by majority vote they can be given new authorities. Council can give a broad set of economic principles to be followed if they choose, though if a clear economic crisis occurs said principles can be suspended until council can give new directives.

Article VII: If there is a time where a position has no minister, possibly through resignation, the president can take on authorities of that position until a new minister is appointed. This is so vital government services can continue during such times, and is intended as an emergency stop gap measure.

Article VIII: The Minister of political regulations is abolished and authorities are transferred to census due to rarely being needed and being closely related to the census results (Former minister of political regulations recommendation, due to reddit issues they resigned on discord)

I feel like with the amount of mental turmoil teenagers undergo, a ministry of mental health is super useful and can help support struggling teens!

It's a good addition to the government and I hope it can be taken up!
