Obviously the rational strategy given the circumstances, the taboo has already been broken, and they have said repeatedly this is their plan now. Only way it doesn't happen is if some illegible internal dysfunction in Iranian leadership blinks or takes a bad deal prematurely.

So far it looks like oil markets are expecting that normal Hormuz traffic will resume soon. I wouldn't be so optimistic: I think that Iran's strategy is to close the strait at least until oil prices rise so much to cause a major economic crisis.
