FIRST-HAND TESTIMONY: ALLEGED ASSAULT OUTSIDE CHINESE CONSULATE IN LOS ANGELES
This statement is the direct, first-hand account of CHAOQUN Fu, a China Democracy Party member who participated in a peaceful protest on January 4, 2026, outside the Chinese Consulate General in Los Angeles. The testimony describes threats and the use of pepper spray by armed security personnel. The incident occurred on a public sidewalk and is corroborated by first-witness photographs taken during and immediately after the confrontation.

My name is CHAOQUN Fu, and I am a member of the China Democracy Party. At approximately 3:00 p.m. on January 4, 2026, I arrived at the public sidewalk in front of the Chinese Consulate General in Los Angeles to participate in a peaceful political protest against the Chinese Communist Party’s tyranny, organized by the Western U.S. branch of the China Democracy Party.
At that time, a political protest organized by LIJIAN Jie had just ended, and members of the Western U.S. branch of the China Democracy Party were gradually arriving at the public sidewalk in front of the consulate, preparing to begin our protest. Standing in front of the Chinese Consulate were three fully armed security personnel holding pepper spray. The shields they carried bore the words “Luocheng Security” (洛城安保). One of them, apparently the leader, began to drive us away, saying that if we had the guts, we should stand behind him instead.
YE Sun responded, “Are you going to attack me from behind? Do you dare?” The security guard replied, “Can you die three times?” He further threatened that the three of them would attack us together, making a gun gesture with his hand aimed at our party member YE Sun.
ZAILIN Yue said, “I know, the CCP is powerful. The CCP has weapons. The CCP is ruthless toward the people. I’m standing right here. You three can shoot me dead right now. Why are you provoking and threatening us? You tell us to take off our glasses—then you take off your mask and let the whole world see your face!”
The leading security guard directly pointed at us and said, “If you keep this up, I won’t be polite to you.” We angrily responded, “Then don’t be polite!”
Unexpectedly, he attacked us. He sprayed pepper spray directly at our faces. First, he sprayed a pro-democracy activist to my left, then sprayed YE Sun and another activist beside him, then sprayed ZAILIN Yue, and finally sprayed me in the face. At that moment, I was wearing glasses and held my breath briefly, so the effects did not hit me immediately. YE Sun and ZAILIN Yue quickly collapsed to the ground in pain.
While cursing, the security guard moved around to the other side of the flower bed and indiscriminately sprayed large amounts of pepper spray at the peaceful protesters. After that, he sprayed a large amount of pepper spray at close range directly at my face and neck, causing me to suffocate and experience severe difficulty breathing. I collapsed on the ground in agony, crying for help. My airways, face, eyes, and neck burned intensely. I felt an overwhelming sense of helplessness, as if I were on the brink of death, and only wanted water to relieve the pain.
Out of kindness, fellow activists hurried to find water and helped rinse my face. As the water flowed, it carried the pepper spray down to my abdomen and legs, which immediately began burning intensely as well. I was unable to stand for a time. Eventually, those of us who were more seriously injured—myself, ZAILIN Yue, and NING Chen—were taken to the hospital by ambulance.
The doctor told us that in such cases, we should not rinse directly with water and that we needed to use milk to wash at home. After returning home, we only had one bottle of milk, which I used briefly to rinse my face and eyes. Enduring the pain, I then used tap water to wash my neck and body, causing my entire body to burn intensely once again. My hands and mouth in particular burned severely until after 4:00 a.m. The next morning, my eyes were still swollen, and I felt dizzy and lightheaded.
Although the perpetrator was a security guard, he was employed by the Chinese Consulate General in Los Angeles. His illegal actions against pro-democracy activists were fully authorized by the Chinese Consulate and by the Chinese Communist Party. He was so arrogant that after spraying us, while we were crying for help, he continued to taunt us verbally, saying, “Let God save you. Does it feel good? Do you want more?”

Why was he so bold? It is precisely because he believed that the Chinese Communist Party was backing him. He was taken away by the police and will face punishment under U.S. law, but the Chinese Consulate General in Los Angeles must also be held accountable under U.S. law. This is yet another blatant act of transnational repression by the Chinese Communist Party on U.S. soil.
What the CCP fears has never been the U.S. government, but every ordinary Chinese person who dares to stand up and speak the truth.
