Form of Government
With a population of 7,108 in January of 2023, Wilmer is a Type A general law city under Chapter 22 of the Texas Local Government Code with a Council-Manager Form of Government. The Wilmer City Council is comprised of a Mayor and five Council Members, which are elected at-large on staggered two-year terms by Plurality vote. The City Council's policy-making duties include the adoption of the annual tax rate and annual operating budget, regulatory ordinances, and establishes goals and objectives.
The City Council appoints the City Administrator, City Secretary, City Attorney, Municipal Judge, and board and commission members.
The Ellis County Press is designated as the official newspaper for the City of Wilmer, Texas.
