The Weave reaches throughout Realmspace, but in the “void” areas of other crystal spheres is thin/attenuated. A black hole would tug the Weave towards it, so if you are approaching a black hole, magic grows stronger so you can access it more easily to work...

Surely Mystra is not allowed to extend the Weave through the Phlogiston, without authorisation from @GrubbsTweet.😉
Having said that, maybe Phlogistion rivers are "concentrated Weave tunnels" that helmsman can fly inside. 🤔

I said the Weave in Realmspace.
In other spheres, the Weave exists as these tiny auras around artifacts or magic items: "tiny motes of Mystra" NOT connected to Mystra the main Weave. She can sense what goes on in a mote IF the artifact is hers or powerful enough.
