I suggest googling the banks a few of them have had fraud and other charges against them. As far as I am aware LHV is clean. But search articles against each bank. Or open Revolut account.

Unfortunately, well known banks charge 200 € to open a bank account for non-residents. The only exception is LHV student bank account (which is a regular bank account, but the customer must be a student).

I suggest you wait for residence permit and population registration. Otherwise you need to pay €200 to open a bank account. Meanwhile you can try using a Wise or Revolut account like a bank account as much as possible.
