What would become of Kiryat Arba, Ramat Mamre, Giv'at Ha'avot, Beit Hagai and other Judean settlements in the area? What about Gush Etzion?
The tribal leaders promise to recognize Israel, but does that include recognizing Jerusalem as Israel's capital? Renouncing the "right of return"? Swearing off violence against Israel permanently?
What kind of government would they establish? Would this be a repeat of the apartheid of the Palestinian Authority that discriminates against Jews by, for example, making selling land to Jews punishable by death?
How is the security of this region guaranteed? Settlements notwithstanding, this region would only be 8 miles from Be'er Sheva and 9 miles from Jerusalem.
If your loyalty is to family and clan only does it matter that your “state” only includes them? Autonomy rather than statehood works for Quebec why not the Hebronites?
I think the issue here is that this is a solution to this problem based on creating a microstate rather than a full Palestinian state. It’s the same solution South Africa attempted. The fact that it’s being pushed by a staunchly pro-Israel opinion journalist is a good indicator here. (Not saying that’s inherently a reason to disregard, but it is a reason to approach this with skepticism. Why isn’t the broader Palestinian leadership endorsing it? Why isn’t there more popular support? These are questions to ask when evaluating news.) Also, Hebron is a decent sized city — not a small town that’s just one “clan.” No need to adopt a noble savage view of Arabs.

Hebron is arguing here that they have been cut off from working with Israeli companies and that the PA doesn't supply them with water, so they have to rely on Israel already.
Breaking off from the PA allows them to rule themselves, and the Sheikhs making the proposal represent clans that approximate 700,000 people.
