As in, your PCs. Or the villains your PCs must fight. Or sometime hirers of your PCS (because they need fronts/scapegoats/expendables)...
..aims (we're going to corner the market in earring, radishes, or salt). Every one of them. Which is why they all have "secret agents," too.
They ALL do. And all the churches, too, who have their creeds, their commandments ("thou shalt not eat bananas"), and their secret secular..
