If you want an actual answer and don't mind spoilers heres one: The dude was pretending to be Meru, it doesn't seem that he was actually a crossdresser in his daily life. The reason Rentaro tackles him is because he lashes out against Meru verbally scaring the kids. You can maybe have a weird feeling about him being called a pervert (at least in the spanish tl) however that seems to be a constant joke in the chapter and not particular to him (see the rentaro in the weird costume shaped reason)
Brother have we been reading the same series for 1. Rentarou has cross dressed, 2. There are plenty of Bi undertones in this story and 3. Let's say the person dressing as Meru and trying to take her spot during her reading time is a queer person.... how does that even correlate to being queerphobic? Unless you're implying that they're portraying queer people as bad people thus they hate queer people but that logic is flawed because they have portrayed straight people (the 3 dudes at the water park and the dude that tried to impersonate shizuka's favourite author) as pretty bad people so does that mean they hate straight people? I could be missing something here but that's the only way I see this being even remotely queerphobic if the person who is trying to copy Meru is indeed queer
