while it's funny, I highly doubt that's how it went. Ad deals usually are made way in advance and the artist needed the time to draw an animation. So it's only the irony of paypal perlica meme ending up prophetic on release.
Even if the ads were made in advance, I'm sure that if they wanted to, they surely could have said "uhh guys.. about those $30k ads... maybe DON'T run them now?" So I am 100% sure they are aware of the irony here.
I don't know where the "paypal me $30k" perlica meme come from, but the irony is in the fact that already way after said meme got popular HG (devs) messed up payment API for Paypal on release day, which resulted in people's orders being randomly charged from other random people's paypal accounts. By now HG disabled paypal as payment method and refunded all the paypal payments without taking back any stuff from the player's accounts.
on release day people that had their paypal linked to endfield had unrightfully money taken out of their account due to someone else purchasing in-game stuff. So basically players paid with other players accounts and the sums reached up to thousands of dollars for some unlucky individuals.
The image that the other person replied with was made just because of how OOC cutesy Perlica was acting, but then the meme got spread more due to the Endfield Paypal controversy (They screwed up and people were paying for things using other peoples accounts and charges were ridiculously high for a bit)
HG thought this was a good idea? I personally don’t feel comfortable giving my information to a company that laughs off a huge security violation like this. I understand this is a fan animation and they just made it into an advertisement but they still green-lit it.

The whole thing was a coincidence. The creator made it from the meme, not because of the paypal issues. The timing was just unfortunate.
