An Intel tick rate is not even a sufficient credit rating at NSA, at least in the 1980s.
Credit is any "memo field" and the banks hardly fill theirs out well for any cash withdrawal, and electronic memos are so easily suddenly worthless once Intel is revealed as another Chinese front in the coming decades.

From the little I can recall from my Dark City abduction at SAN, I know all war begins and ends in the international airports until air travel is forgotten one day. I am willing to state this again and again, until known as my honest word.
The international airports must be owned by local defense and national guard to be ensured as safe places, otherwise corruption and espionage destroys air travel.
