there are several simpsons games from before 1999/2000.

I dont think its a games right from 1999 or 2000 if its not something rare.
titles from this time dont look like a comic and indy games werent a thing.

Looks like one of the often used wallpapers at that time, maybe the default ones. You can actually make it out - white window, yellow wall, there was a potted plant in the window sill and a bycicle in the lower half with something in the front carrying basket iirc.

So, if I'm not imagining things too much, that's a purple sideboard on the right side of the picture. That would also fit with The Simpsons. This art design is very reminiscent of The Simpsons.

I also had a look on all the games but none of the scenes matched the window size or the curtains.
I found one section of the games with yellow walls but its definitely not correct.
I still think its simpsons, those colors are a clear thing.
they overall match the simpsons style a lot.
