    激動の平成,そしてこれから

    Heisei, era of significant change, and tomorrow

    5月に改元があり時代が平成から令和に代わった.地震や大雨な
    ど災害が多かった平成年間であったが,工学部関連部署も大きく変
    化した.この機会に平成の 30 年を振り返ってみよう.
    先ず大学院である.工学研究科は,平成2年に博士課程を設置し,
    平成年間に 65 名の課程博士,26 名の論文博士を輩出してきた.平
    15 年には入学定員を前期課程合計で 195 名,後期課程合計で 30
    名とし,学生の受け入れ枠を増やした.平成 17 年から 20 年の前期
    課程各専攻の修了者が,入学定員の 9573%になるなど,定員充足
    にもう少しの域まで健闘したものの,その後,入学者の伸び悩みが
    あり,平成 27 年度に行われた大学評価で,収容定員に対する在籍学
    生数比率が前期課程で 0.46後期課程で 0.09 と低く改善が望まれる
    という指摘を受けた.工学研究科では,横澤勉委員長の下,この指
    摘に対応し,工学部・工学研究科の将来の発展を睨んで,建築学専
    攻を除いた部分について,大幅な組織改革を行った.その実施が,
    くしくも平成の最後の年度初めである平成 31 年4月に行われた.
    の内容は,(1)学部の再編も見据え,境界領域の教育・研究を重視
    する専攻の統合,(2)教室系教員の大学院教育への本格的参入,(3)
    定員の削減(入学定員:前期 150 名,後期 14 名)の3つからなる.
    なお,経営工学専攻の増設も平成の初期であった.
    学部では,学科名称変更と,学部再編案作りが行われるとともに,
    任期制の助手・助教制度への移行など,いくつかの改革が試みられ
    た.平成6年には経営工学科に,平成 18 には電子情報フロンティア
    学科,物質生命化学科,情報システム創成学科に,平成 24 年には電
    気電子情報工学科に名称を変えてきた.一方学部再編として,西久
    保忠臣学部長時代の平成 18 年に第二工学部の募集を停止した.佐藤
    祐一学部長時代には,数理工学科とロボットメカトロニクス学科の
    新設の提案(平成 19 年,実現せず)が,庄司正弘学部長時代には,
    理学部の数理物理学科の新設に協力する形で数学教室の7名が理学
    部に移籍,経営工学科と総合工学プログラムの新設の提案(平成 24
    年に実施)が,林憲玉学部長の第1期には,1学科に統合する提案
    (平成 27 5 月,教授会否決)が,現在の林憲玉学部長の第3期に
    は,建築学科を学部として独立させその他の学科を1学科へ統合す
    る案(現在細部の検討中)が提案された.
    教育改革の一環として,平成 15 年度には,西久保忠臣工学部長
    の指揮の下,工学部独自の外部評価を行った.さらに平成 16 年に応
    用化学科(当時)が,平成 17 年には他の4学科すべてが JABEE(日
    本技術者教育認定機構)の審査を受け,認定を獲得した.
    平成 18 年には,「実員の定員化」として,工学部の入学定員を 720
    から 870 に変更した.その後平成 24 年には数学教室の教員移籍に
    伴って入学定員を 850 削減(理学部へ移行)して現在に至っている.
    免震装置を設備した 23 号館が竣工し,主に4号館から 23 号館に工
    学部の過半数の研究室が移転したのも平成(12 年)である.
    人事制度としても,従来から問題となっていた高齢助手の問題を
    解決するために,平成 14 年から,新たに任用する定数外教員を任期
    制の助手である特別助手(その後特別助教も加わる)とする制度を
    工学部主導で導入した.
    このように,平成の 30 年間,外的要因もあり,本学部は様々な
    変革に向けた取り組みをしてきた.ただ,本学部が社会から求めら
    れている役割に対して,まだやりきれていないことがあるように思
    う.本学は,教員の研究に裏打ちされた教育を目指している.紙面
    の都合で割愛したが,教員の意識の高さもあって,多くの教員によっ
    て優れた研究がなされている.一方で,私学である以上,教育が使
    命である.そして最近は,大学教育の本来の姿とは違う,手取り足
    取りで教育する必要性が増してきている.入学者の能力に対応し,
    時代に合った卒業生を輩出するために何を目指すのか,各教育単位
    で真剣に議論することが必要だろう.学生の多様性に応じた教育を
    することは望ましいが,人的資源をどこまで投入できるかを併せて
    検討しておかなければ,絵に描いた餅になる.現在進んでいる学科
    再編案が固まった暁には,これを是非進めて行きたいものだ.
    さらに,上述の任期制教員制度は,これを導入したときには想定
    しなかった社会の動きによって,制度の趣旨に沿わない運用に変化
    してきている.研究活動の発信を活性化する上でも,この半数程度
    を研究室を主宰する任期のない教員に格上げするような制度改革が
    解決策の一つである.全学的な合意に向けてのハードルは高いが,
    工学部をより良い方向に向かわせることにつながると思う.
