A report from the Kik application led to the arrest this past week of a Warsaw man on charges of possession of child sex abuse, according to court documents filed Friday.
The court documents provide additional detail to the news release issued Thursday by the Indiana State Police (ISP).
Brandon Lee Palmer, 27, of 2519 E. Center St., #324, Warsaw, is facing two counts of possession of child sex abuse material, level 5 felonies, according to the court documents filed Friday in Kosciusko County courts. He was arrested Wednesday and booked into the Kosciusko County Jail on a preliminary bond of $20,000.
ISP Det. David Kewish received information from the National Center for Missing and Exploited Children (NCMEC) on a cyber tip on Sept. 16, 2024. The Kik application reported apparent child sex abuse material and the email address associated with the videos/images. Kewish reviewed the files and confirmed them to be videos/images of apparent child sex abuse material that depicted a prepubescent child.
Additional cybertips were received, all of which were reported by Kik and linked through the username, email address or IP address associated with uploads and logins to Palmer’s accounts. One cyber tip was reported on June 16, 2025, to username brah0007. All files uploaded by this account were uploaded between June 9 and 14, 2025.
Kewish received over 10 cybertips depicting CSAM that were linked by the username, gmail account or IP address associated with uploads and log-ins to Palmer’s accounts.
On Nov. 21, 2025, Kewish used law enforcement resources to determine one of the IP addresses returned to the internet service provider Comcast and the subscriber information for the IP address returned to a Warsaw hotel. Kewish determined a second IP address returned to an address Palmer admitted to residing at prior to residing at the hotel.
On Dec. 26, 2025, Kewish received information from Google in reference to the gmail accounts associated with Palmer that showed the most recent access was Dec. 19, 2025, and from the hotel’s IP address. The detective reviewed files inside the photographs folders and identified them as CSAM, court documents state. Inside the photographs folder was a screenshot of an electronic form that listed Palmer, an email and photographs of an adult male. Kewish matched Palmer’s BMV photograph to the photograph of the adult male in the photographs folder.
Kewish also obtained information from law enforcement resources that the photographs on the gmail accounts associated with Palmer at the beginning of December 2025 geolocated to the Warsaw hotel.
On Jan. 15, 2026, Kewish obtained a search warrant for Palmer’s hotel room and for his electronic devices. On Jan. 21, 2026, law enforcement executed the search warrant, found Palmer and his cell phone, a female and her cell phone.
Kewish read Palmer his rights, court documents state, and Palmer said he understood. Palmer said he had resided with his girlfriend at the hotel since approximately June 2024. Palmer denied any knowledge of the Kik application, and denied that he was attracted to children in any capacity. Court documents stated Palmer’s cell phone was connected to four different gmail accounts.
Palmer admitted to knowing two of the email addresses attached to the cybertips received, and his dog’s name is Lilly Kush, which is a name used in a third email address attached to the cybertips. Kewish linked another email to Palmer through a selfie Palmer had taken.
Court documents then state Palmer admitted he looked at hentai that depicted prepubescent children and indicated he did not know it was illegal, but admitted to being aroused by it. Palmer said his pornography searches are half adult pornography and half hentai CSAM.
Hentai is a genre of Japanese manga and anime characterized by overtly sexualized characters and sexually explicit images and plots, according to Google.
Kewish spoke with ISP Trooper Justin Snyder who reviewed the photographs on Palmer’s phone and found hentai depicting infants.
Palmer was taken to the KCJ.
