Describe the bug

If you de-decide to recreate a did:web, it seems to be impossible to re-use and Bluesky's AppView fall over. The DID Doc's key seems to be being cached and is never retried

To Reproduce

Steps to reproduce the behavior:

  1. Create a did:web and activate the account
  2. Delete the account
  3. Recreate the did:web
  4. Observe Bluesky's AppView failing on app.bsky.actor.getProfile with Profile not found

Closing this; it's been explained to me a few times the AppView treats did:web deletions similar to did:plc: once its gone, its gone.
