Joint Emergency War Plan MAJESTIC (1952) versus The Burned Memo directives (1961)

The United States military has a plan for everything.

General Dwight D. Eisenhower once said:

“I tell this story to illustrate the truth of the statement I heard long ago in the Army: Plans are worthless, but planning is everything. There is a very great distinction because when you are planning for an emergency, you must start with this one thing: the very definition of “emergency” is that it is unexpected, therefore it is not going to happen the way you are planning.”

1952

In June of 1952, the flurry of UFO sightings across the United States by both military personnel and civilians was reaching fever pitch. The Joint Chiefs of Staff commissioned an Emergency War Plan that outlined to all combatant and logistics units what their respective course of actions would be if the intentions of the operators of these mysterious craft became hostile, and emphasized the point of not overstating current Soviet military capabilities when attributing any observations made of anomalous performance. Buried in the National Archives and Records Administration’s holdings is the Emergency Plan for a War starting July 1, 1952, with the code name “MAJESTIC”. Just 12 days later, this plan would be put to the test over consecutive weekends during the Washington D.C. flyover event.

The War Plan

The first page of the plan gives the outline and an understanding of the length of the document - it has at least two appendices, of which B discusses the “logistic implications inherent in MAJESTIC”. The document was partially declassified on the 26th of May, 1976 - only 5 pages of at least 16 pages of the main body are available at NARA.

The second page states that the document is part of Record Group 218, Records of the United States Joint Chiefs of Staff.

The third page has the distribution list from the Chief of Naval Operations, Adm. William M. Fechteler (USN). It is not known why the distribution lists for the other combatant command Chiefs (General Hoyt Vandenberg (USAF), General Lemuel C. Shepherd Jr (USMC), and General J. Lawton Collins (USA)) are not also included in the declassification. It mentions the stringent chronological reporting requirements of physically sighting the MAJESTIC war plans on the last day of each quarter.

The fact that only the U.S. Navy’s distribution directives are included is interesting for another reason: Admiral Arleigh A. Burke, who became Chief of Naval Operations in May, 1955, had his papers mistakenly declassified for a short period of time between 1981-1982. This extract from the excellent National Security Archives explains:

In 1981, the Reagan Presidency had begun ,but Jimmy Carter’s executive order on information security policy and declassification remained in effect. Under provisions for systematic review of documents that were over 20 years old, during the summer of 1981, the Navy’s historical reviewers opened up files on the Single Intigrated Operating Plan (otherwise known as SIOP, but not to be confused with the phonetically similar sounding PSYOP, which is an acronym for psychological operations) in former Chief of Naval Operations Admiral Arleigh Burke’s papers at the U.S. Navy Operational Archives. Burke had played a key role presiding over the creation of SIOP-62, so his documents included important data on the nature and scope of the attack plans as well as the internal Pentagon controversies over the plan. Two assiduous researchers quickly seized the opportunity and pored through the files. One was David A. Rosenberg, then a Ph.D. candidate in history at the University of Chicago; the other was Fred Kaplan, a Ph.D. candidate in political science at MIT who had worked as defense adviser to the late Rep. Les Aspin (D-Wis). Owing to the Operational Archives’ inordinately tight restrictions on copying documents, Kaplan and Rosenberg had to rely on their note-taking abilities.

Within a few years, Rosenberg and Kaplan had published outstanding contributions to U.S. nuclear history. In the spring of 1983, International Security, an influential scholarly journal in the security studies field, published David Rosenberg’s seminal article, “The Origins of Overkill: Nuclear Weapons and American Strategy, 1945-1960.” Drawing on wide-ranging research in government archives, including the Burke files, Rosenberg provided the first detailed account of the complex interaction between presidential policy, military strategy, and operational planning. At the heart of Rosenberg’s account is the growing power and independence of the Strategic Air Command, which gave the Air Force a decisive advantage in bureaucratic conflict over nuclear weapons strategy and planning. Thus, while the other military services had serious doubts about Air Force strategy and Chief of Naval Operations Arleigh Burke offered an alternative strategy, they could not restrain their more powerful rival from developing war plans premised on massive attacks on long lists of targets. A key element in Rosenberg’s narrative was intelligence estimating, which encouraged the Air Force demands for weapons to strike a growing list of targets. Rosenberg shows that President Dwight D. Eisenhower shared the Army’s and Navy’s concerns about war plans based on unconstrained nuclear attacks, but, in the end, he was unable to alter the course of events.

Also in 1983, Simon and Schuster published Fred Kaplan’s highly praised book, The Wizards of Armageddon (since reissued in Stanford University Press’s “Nuclear Age” series). Like Rosenberg, Kaplan was interested in the nuts and bolts of nuclear war planning, but the focus of his research and writing was the theorists of nuclear strategy and their difficult relationship with the military establishment. The heart of his book was the role of RAND Corporation strategic intellectuals, including Bernard Brodie, William Kaufmann, and Arnold Wohlstetter, who sought to deploy their ideas to impose “rational order” on U.S. nuclear weapons policy. Drawing on an amazingly wide range of interviews as well as extensive primary source research, Kaplan illuminated the impact of ideas on military policy but also expanded knowledge of the history of the SIOP and the interservice controversies over nuclear targeting.

Significantly, the window of opportunity that enabled Kaplan and Rosenberg to write about the origins of the SIOP closed before their publications appeared. Not long after they were opened in 1981, the Navy reclassified the Burke files altogether; in 1982, the Reagan administration imposed a tighter classification/declassification policy that would slow down the declassification of classified historical documents. It was not until 1996 that the Naval Operational Archives reopened some of the Burke files that Rosenberg and Kaplan had seen and which Rosenberg cited in his footnotes. Since then, the files were closed once more, awaiting further processing of the entire CNO Burke collection. Luckily, researchers at the National Security Archive were able to copy the most important documents for publication in the Archive’s collection, U.S. Nuclear History: Nuclear Arms and Politics in the Missile Age, 1955-1968, making these documents more widely available to the interested public.

As we shall see, the absence of a reference to nuclear weapons deployment or conventional warfare actions in the MAJESTIC war plans seems to strongly indicate that these plans were some “other” contingency.

The fourth page has the full combatant command distribution list, which includes the Commanding General of Strategic Air Command, General Curtis E. LeMay.

Notice that there were two modifications made to the plans by the JCS on two occasions - September 25, 1952, and March 2, 1953. These modifications may have been a direct result of the “Demonstration of Force” by the NHI visitors in the skies over Washington, D.C., between July 12 and 29, 1952.

Page 5 of War Plan MAJESTIC is by far the most interesting.

Paragraph 2 states that this is the final version approved by the JCS, perhaps in the aftermath of the Washington Flyover. The following parts of the plan indicate it appears to be focused more on controlling the civilian reaction to a hostile intent displayed by an NHI force.

Paragraph 3, Part A refers to a “Psychological Warfare Plan” as the first item in the order of battle, which begs the question, against whom? A normal plan would logically have a conventional warfare engagement with an enemy combatant, escalating to nuclear warfare if required, as General Douglas MacArthur had planned to do in North Korea in 1951. I suspect that the intended recipients were the U.S. civilian populations.

Paragraph 3, Part B refers to an “Unconventional Warfare Plan”. By legal definition, the difference between conventional and unconventional warfare can be defined as:

Conventional conflict typically involves uniformed state armies engaging in direct combat, often with clear front lines and defined battle spaces. In contrast, unconventional warfare often blurs the lines between combatants and civilians, and the “battlefield” can be anywhere, including urban centers or remote rural areas. The objectives also differ; conventional warfare often seeks to defeat an enemy’s military forces and seize territory, while unconventional warfare aims for political or social transformation. The scale of operations in conventional warfare is generally larger, involving massed forces and heavy weaponry, whereas unconventional methods often rely on smaller, dispersed units and clandestine activities.

Again, who is the “Unconventional Warfare” being waged against in the plan? Are chemical or biological warfare agents being considered here for use against a “panicked” civilian population to “transform” them into submission? The next two paragraphs give a clue.

Paragraph 3, Part C calls for Cover and Deception plans. What type of warfare plan requires a cover story for the combatants? It is plainly obvious in a conventional warfare scenario who the enemy is. Only a warfare plan initiated inside the United States would require such measures to conceal the combatant’s identity.

Paragraph 3, Part D is quite chilling - it is calling for a MILITARY GOVERNMENT plan - in other words, suspension of the U.S. Constitution under Martial Law and possibly the removal of the President from office.

The rest of Paragraph 3 has the normal components one would expect for a War Plan - except key parts of the plan seem to be missing. What was Strategic Air Command’s role going to be? No mention of conventional OR nuclear weapons deployed against known targets? LeMay must have bitten clean through his Cuban cigar when he first read the MAJESTIC plans.

Paragraph 4 also has some interesting tidbits:

“The estimate of the Soviet Union’s capability to execute campaigns…should avoid the danger of an interpretation which might accord the Soviets capabilities unwarranted by a realistic appraisal of the facts”.

In other words, don’t attribute observations of incredible performance of unidentified flying objects (instantaneous acceleration, 90-degree turns in flight) to the Russians - they don’t have the technical capabilities, and neither do we…

This statement is emphasised elsewhere in the plan on page 16 - so we know the body of the plan is at least 16 pages long, but only 5 have been declassified at this time.

Paragraph 5 states that access to the War Plan MAJESTIC is limited to only those with a specific “Need To Know” to be briefed into the compartment. It is also marked as Special Handling NOFORN - not releasable to foreign nationals of any description, including the United States’ closest allies.

1961: The world had changed in 9 short years.

Upon becoming Director of Central Intelligence on February 26, 1953, Allen Welsh Dulles made an important choice for who he wanted to be his Deputy Director. As a sign of the tremendous impact the UFO phenomena was having on his Agency, he chose the former Director of Air Force Intelligence and father of Project GRUDGE and BLUE BOOK, Lieutenant General Charles Pearre Cabell. A guy who was well versed in War Plan MAJESTIC; as director of the staff for the Joint Chiefs of Staff from November 1951 to 1953, he helped write it.

Things had gone badly for the CIA in September 1960 - their chief scientist, with knowledge of a vast array of highly classified projects such as MK/ULTRA, the Israeli atomic weapons assistance program, and most likely the UFO reverse engineering, had been captured in Havana. David Lamar Christ was tortured daily for the entire two and a half years of his incarceration by the Cubans, who forwarded the information on to their Soviet masters. The election of John F. Kennedy as President in November 1960 also threw a curveball for Dulles and Cabell; Vice President Richard Nixon was briefed in on most of the CIA projects Christ was involved with, and he had been expected to win the Presidential race. From the get-go, Kennedy shook things up. He directed the creation of the Defense Intelligence Agency, cancelled the XB-70 Valkyrie supersonic bomber, and also cancelled the Nuclear Energy for the Propulsion of Aircraft (NEPA) project - all within two months of taking office. He came back from his first meeting with Nikita Khrushchev in Vienna in June 1961 a little confused - Khrushchev had warned Kennedy to stop fooling with Soviet air defense radars under a project run by a mysterious group within the U.S. Government called MJ-12 - information of which was extracted from Dave Christ in Cuba. Kennedy hauled Dulles into a meeting at 3:00 pm on June 28, 1961, and demanded to know about “MJ-12 operations and how they relate to Cold War Psychological Warfare Plans.” Dulles, shell-shocked at this sudden turn of events, decided to write his own “War Plans for MAJESTIC” - and this document is known as “The Burned Memo”.

Cover Page

Page 1 of the Burned Memo has some interesting points. Working down from the top, on the top left-hand side, we see the “CI” stamp, meaning that this document is from a Counter-Intelligence compartment. The classification marking is Top Secret/codeword - and in this instance, that codeword is MJ-12; it is also the name of the compartment using the CIA digraph “MJ”. Other digraphs of known CIA projects include “MK” (MK-ULTRA, MK-NAOMI) and “MH” (MH-CHAOS). In his 2014 book “The Good Spy - The Life and Death of Robert Ames,” author Kai Bird states on page 95 that the MJ compartment related to “Palestine.” When queried in early 2025 about where he sourced this information, Bird could not directly recall who had revealed this to him, but he was absolutely certain that the source was “one of my retired CIA officers”. This is also very interesting, because the 2025 JFK Assassination Files released the full, unredacted testimony of the CIA Director of Counter-Intelligence, James Jesus Angleton. In his testimony, Angleton revealed that he was not only in charge of the CIA’s “Israeli Desk” but also that he directly participated in the negotiations during 1947-1948 regarding the creation of that nation-state out of the British-administered Mandatory Palestine. One should note that the discovery of the Dead Sea Scrolls occurred in 1947, in addition to the UFO crash at Roswell. Both of these incidents may have precipitated the creation of Israel.

The document indicates that it originated with the Director of Central Intelligence, who in 1961 was Dulles. It also notes his position in the MJ-12 group as “MJ-1”. I believe Dulles retained his position as MJ-1 even after President Kennedy fired him in November 1961, and continued to hold it until he died in 1969.

The distribution lists only the first 7 members of MJ-12 - I believe this is because those people were serving members of the U.S. military and the Intelligence Community, with the remaining five members being scientific advisors. The plan Dulles is disseminating here includes a veiled reference to assassinating President Kennedy - something which the scientific community would vehemently oppose. Therefore, members MJ-8 to MJ-12 were left off the distro list.

The projects that the plan refers to are :

  1. Project MAJESTIC and JEHOVAH - believed to be the reverse engineering project of the recovered craft from various crash retrieval events. Potentially a split project between propulsion and control mechanisms (MAJESTIC) and theories about where the NHI are from and what their intentions are (JEHOVAH).

  2. Project ENVIRO - Another Majestic Document titled “Important Memo” claims that Project ENVIRONMENT was a CIA survey project carried out in conjunction with a joint CIA-civilian research project called MEDEA to look at the damage NHI activity around nuclear power plants and industrial waste production incurred. The author of the Important Memo believed that human DNA was being altered through pollution of our air, food, and water supplies. I believe the author of this document was the same person who snatched the Burned Memo from the CIA incinerator in 1973 - Newton “Scotty” Miler, otherwise known as Source-S1. Alternatively, well regarded researcher Dr. Michael Salla believes Project ENVIRONMENT related to the political environment that MJ-12 was operating in during the Kennedy Administration. Given the wording of the last page of the Burned Memo, this theory also seems very plausible.

  3. Project PARASITE - an unknown project referenced here. Possibly a biological warfare weapon (virus)? Or a NHI-generated organism living amongst us in plain sight, and feeding off the negative energy they help create?

  4. Project PARHELION - another unknown project. A parhelion is a name for an atmospheric optical phenomenon that consists of a bright spot on one or both sides of the Sun. Two sun dogs often flank the Sun within a 22° halo. This codename could be a veiled reference to the “Black Sun” theory associated with high ranking Nazi officials during WW2.

The purpose statement below the project list is particularly ominous. Because JFK is needling Dulles about MJ-12’s activities when the memo was written, the group needs to eliminate duplication of effort to minimize the project’s footprint and avoid further detection. Dulles is asking the MJ members 2-7 to carefully consider each tab of the plan on its own merit, as we will too.

“As you must know, LANCER has made some inquiries regarding our activities that we cannot allow….Your action to this matter is critical to the continuance of the group.”

LANCER was the Secret Service codename for President John F. Kennedy.

Written in the marginalia of the first page is “DO NOT REMOVE FROM SAFE - Inventory of JJA”. James Jesus Angleton is well known for keeping his own files separate from the CIA’s Central System repository.

From the Spartacus Educational entry for George Kalaris, Angleton’s replacement:

“Kalaris now instigated an investigation into Angleton's filing system. His team found "entire sets of vaults and sealed rooms scattered all around the second and third floors of CIA headquarters". They came across over 40 safes, some of them had not been opened for over ten years. No one on Angleton's remaining staff knew what was in them, and no one had the combinations anymore. Kalaris was forced to call in a "crack team of safebusters to drill open the door". The investigators found "Angleton's own most super-sensitive files, memoranda, notes and letters... tapes, photographs" and, according to Kalaris, "bizarre things of which I shall never, ever speak".

The investigators discovered that James Jesus Angleton had not entered any of the official documents from these safes into the CIA’s central filing system. Nothing had ever been filed, recorded, or sent to the secretariat. “Angleton had been quietly building an alternative CIA, subscribing only to his rules, beyond peer review or executive supervision.” Over the next three years, “a team of highly trained specialists another three full years just to sort, classify, file, and log the material into the CIA system.” Leonard McCoy was given the responsibility of inspecting the most important files. McCoy was advised “to retain less than one half of 1 per cent of the total, or no more than 150-200 out of the 40,000.” The rest of Angleton’s files were then destroyed.”

PRESIDENT’S EYES ONLY

Page 2 refers to “Unconventional aerial weapons” - just as War Plan MAJESTIC had done. Dulles is giving the group instructions on what to do and say, in case the UFO subject comes up in discussions of the various National Security groups. The first point of order is to ask “WHY” the person or person(s) are asking about UFOs and to try to redirect the question. Under no circumstances are they to admit that UFOs are a National Security threat.

“In the unlikely event that UFOs overtly display hostile intent towards the security of the United States, as a group, and after consultations, should a full disclosure be made in accordance with the law as required.”

Dulles seems pretty confident about this point - perhaps because President Eisenhower met with the NHI after the Washington Flyover and made a deal with them? The “After consultations” here may mean consultations with the NHI - which in turn means the Group is negotiating with unknown entities WITHOUT the knowledge of President Kennedy. Only after these consultations will Kennedy be informed “in accordance with the law as required”. The law referenced here is either the National Security Act of 1947 or the Atomic Energy Act of 1954.

“Need to Know”

“In order to facilitate cooperation with current activities of the group, effective immediately, “Need to Know” should be granted to the Director, FBI, for maintenance of security until such time FBI involvement is no longer required. Soviet Union back-channel contacts should not be compromised by such actions.”

From the 2025 JFK Assassination file release, we now know that James Angleton would handle this directive, as he was an FBI informant.

Angleton was in charge of “Special Projects”.

The “Soviet Union back channel” mentioned is also very interesting, because this was exactly what Tom DeLonge mentioned on Jimmy Church’s Fade to Black radio show (Episode 515) on August 30, 2016. This interview came out just 10 days before DeLonge’s emails to John Podesta and USAF General Neil McCasland regarding UFOs were revealed by the DNC WikiLeaks incident.

DoD 5200.1

“Until further notice, DoD Directive 5200.1 will be utilized only in the performance of special task functions with military intelligence liasons as specified in SCEO and 54/12 policy directives.”

The CIA Reading Room has the following document from 1965 on file:

In other words, MJ-12 is to ignore directive 5200.1 regarding the safeguarding offcial information completely UNLESS specified in the Specially Classified Executive Order executed by President Harry S. Truman on Sptember 24, 1947 and approved by the highly secretive 54/12 Group created by Vice President Richard Nixon and approved by President Eisenhower in National Security Council Directive NSC 5412 on March 15, 1954.

Project BLUE BOOK

“Project BLUE BOOK will continue in its current intelligence research activities and counterintelligence functions as specified by the current NIE. Reference to BLUE BOOK is authorized only when responding to public and congressional inquiries.”

NIE is the National Intelligence Estimate. The father of Project BLUE BOOK, USAF General Charles P. Cabell, would oversee execution of this directive in his role as Deputy Director CIA in 1961. The Counterintelligence function was provided by Dr. J. Allen Hynek, who belittled all reports that BLUE BOOK recieved, even when credible observers did the reporting.

Freedom of Information.

“Priority requests forwarded by members by authorized individuals or institutions are temporarily denied until the threat of exposure is eliminated, and the assurance that no residuals are present before requests are acted upon.”

This directive means that institutions like Battelle (Project Stork reverse engineering materials analysis) and individuals like Ben Rich (Lockheed) will be denied access to scientific research data until the threat of President Kennedy’s inquiries blows over. The MJ-12 group were under severe threat of exposure - and the fact that movies like Dr Strangelove and Seven Days in May began their genesis during this period infers that the existance of a “Shadow Government” calling the shots must have been widely known in certain circles.

PSYOP

“Until advised of existing security situation, units should remain in condition GREEN until such time they are told to stand down. Units designated for GREEN are authorized to interrogate and detain any and all targets”.

Project PALLADIUM is now known to be a Cold War psychological warfare operation utilizing false signals injected into Soviet radar systems - but this is not what this directive is about. Condition GREEN is clearly a program to be executed WITHIN the United States, against the civilian population - just as War Plan MAJESTIC had documented just 9 years previously. Martial Law and suspension of the U.S. Constitution are high on the agenda in Condition GREEN - including unlawful detainment and interrogation. The question has to be asked though - what type of information were they trying to extract from ordinary people on the street? Or was the plan to merely roundup those that were calling “BULLSHIT” to the entire operation, and thus suppress the real situation?

The mind boggles.

Biological Warfare

“Designated MJ projects should be held in readiness to perform SPIKE and HOUSE CLEANING in major population centers in the event conventional methods are not satisfactory. Specialists from MK-ULTRA and ARTICHOKE are hereby activated to conduct DOMESTIC.”

Again, this is clearly targeted against civilian populations using biological weapons - SPIKE appears to be some type of virus. It is interesting that the Gain-of-Function experiments on the bat coronavirus were being conducted by the University of North Carolina’s Chapel Hill campus in 2014, before the technique was banned in the United States. CIA funding was then directed to EcoHealth Alliance to continue the research in Wuhan, China. The release of the three US Navy Super Hornet videos of UFOs in the Glowing Auras and ‘Black Money’: The Pentagon’s Mysterious U.F.O. Program by Helene Cooper, Ralph Blumenthal,and Leslie Kean in the New York Times on December 16, 2017 may have precipitated the “leak” from the Wuhan Laboratory of the Coronavirus “Spike” protein as a modern day implementation of this directive.

It is well known that the CIA initially denied the existance of a program called MK-ULTRA. President Richard Nixon called upon CIA Director Richard Helms’ office in 1973, asking for all evidence of the shady dealings he was involved with as Vice President be destroyed. The exchange is captured beautifully by Oliver Stone in his 1995 epic Nixon, in a segment that was eventually cut from the film, due to the threat of leagal action by Helms (10 minutes):

The CIA officers dutifully burned everything they had on Nixon (or so they thought). Financial documents for funding MK-ULTRA projects were later found by Church Committee investigators, and the CIA had to admit that they lied about the mind-control program that Angleton had proclaimed would provide a “breakthrough” in counter-intelligence operations.

ARTICHOKE was another interrogation / mind control technique that used a mixture of drugs and hypnosis to get the desired result. There were “teams” of ARTICHOKE specialists in the 1950s.

How were the “teams” going to deploy their drugs and hypnotic techniques across a wide area? Dispersal of narcotics within city water supplies may have been one method, with the hypnotic element delivered by radio and televison broadcasts. As we saw with COVID-19, people are easily coerced into doing things to one another that would normally be considered unimaginable.

DOMESTIC means exactly that - the BW program is to be deployed WITHIN the United States, against its own citizens.

Project ENVIRONMENT

“When conditions become non-conducive for growth in our environment, and Washington cannot be influenced any further, the weather is lacking any precipitation …it should be wet.”

Using Dr. Salla’s theory here, this directive is saying that if the Kennedy Administration cannot be convinced to keep the UFO reality a secret, then President Kennedy should be assassinated, using the reference to “wet works”.

I believe Dulles wrote the Burned Memo in August or September 1961. After being asked directly in the June 28 meeting about MJ-12, Dulles takes 5 months to respond and basically tells the sitting U.S. President that he “does not have a Need to Know” about the project, as stated by the Atomic Energy Act of 1954. Unsurprisingly, Kennedy fires Dulles, Deputy DCI Gen. Cabell and Deputy Director of Plans, Richard Bissell.

The Bluegill Triple Prime shootdown of a UFO did not help MJ-12’s “Environment” either. Because the CIA had very little involvement in the atmospheric test program (Operation Dominic), James Angleton was then forced to brief President Kennedy on the UFO situation and MJ-12’s activities. If he didn’t, Kennedy would have a very good reason to dismantle the CIA entirely - which he stated on a number of occassions was something he would very much like to do.

Adding to the high stakes drama, the Bluegill Triple Prime event happened at the peak of the Cuban Missile Crisis. This near castastrophe for our species caused both Kennedy and Khrushchev to re-think their actions and propose a joint investigation of the UFO phenomena under the guise of a joint Lunar landing mission.

The Basic National Security Plan of May, 1963, states the desire of a joint US - Soviet Lunar mission on the front page:

The MJ-12 group’s “Environment” was now reaching boiling point. By July 1963, plans for President Kennedy’s assassination were being formulated by the MJ-12 group, as per Dulles’ directives.

When President Kennedy released National Security Action Memorandum 271 on November 12, 1963, he signed his own death warrant. The title of NSAM-271 was simply “Cooperation with the USSR on Outer Space Matters”.

On the same day, Kennedy issued a memo to James Angleton, directing him to start collating all the CIA’s holdings on UFOs in order to share with his Soviet counterparts.

Timothy S. Cooper, recipient of most of the Majestic Documents, wrote the following in an article titled “James Jesus Angleton - Deputy Director of Counter Intelligence & Guardian of The CIA’s Greatest Secret” on March 4, 2000:

“This memo was passed on to William Colby who indicated to someone in Angleton's staff in a hand written note that says, "Response from Colby, Angleton has MJ directive" and is dated November 20, 1963, just two days before Kennedy dies. It seems that Kennedy's request bounced around from Angleton's desk possibly seeking consensus on the request or passing the buck back to Angleton. In either case, it was a hot potato for which Angleton had to deal with.”

Prologue

By the time the Church Committee came around, Nixon’s Specially Classified Exectutive Order to eliminate ANY documentation that could tie him to any programs related to the assassination of President John F. Kennedy had been completed.

Or so everyone thought.

The man tasked with loading the documents into the CIA’s incinerator for destruction was Angleton’s Chief of Operations, Newton “Scotty” Miler. Angleton was Miler’s boss and who he reported to as station chief of Addis Abba, Ethiopia in 1964. The pair worked well together over the years, and Angleton requested that Miler be present on the stand during his Church Committee testimony in 1976. During the hurried destruction of incriminating documents, Miler had second thoughts about burning the documents and pulled them from the fire - hence the name. After his forced retirement from the CIA in 1974 (along with Angleton and his Deputy Raymond Rocca), Miler began scoping out conduits to leak the documents he saved. He settled in small town in New Mexico named Cuba, and began the vetting process.

As the New Mexico chapter president of the Association of Former Intelligence Officers, he began to observe fellow AFIO member and UFO researcher Timothy Cooper, from California. Miler began to drip feed Cooper information via mail routed through far flung places like New Zealand and Ethiopia, using mail boxes he was familar with in his former employment. Fellow Majestic Document leaker “Salina” even mentions a man named “Scotty” as one of her former associates in Angleton’s secretive Special Investigations Group.

The leaking of the directive in April 1996 of JFK asking Angleton to share UFO data with the Soviets is contraversial because the only person named directly in that memo that was still alive when it was released (former CIA Director William Colby) mysteriously drowned in three feet of water less than a month after it surfaced. In his “Important Memo” to Cooper, Miler suggests that this was not an accident.

Interestingly, on page 6, Miler mentions “A digital Trojan Horse that will wreck havoc soon, and we will have the EMEs to blame” (EMEs are described by Miler as being an acronym for “Extraterrestrial Materialized Entities” - i.e. they can materialize out of nowhere). During my investigations of the Burned Memo over many years, I have never been able to find a reference to DoD 5200.1 earlier than 1982 - and many debunkers claim that this is therefore proof that the Burned Memo is fake. However, during the composition of this article, I asked ChatGPT if DoD 5200.1 existed in 1961. The response came back as “yes”, but it was unable to provide any links. I responded with “prove it, then”, and after much searching and thinking about it, ChatGPT came up with the goods - and provided the link to the document from the CIA Reading Room.

This, in turn, got me thinking. A Trojan Horse is something that you willingly let through your defences - is Artifical Intelligence, the thing we have willingly allowed into our lives and now can’t seem to live without - the “digital Trojan Horse” that Miler describes? Are NHI responsible for this development as a way to conquer our species?

Finally, why did Miler and the other Majestic Documents leakers do what they did?

So that future generations, like yourself, will know the truth.
