Run the license plates. Who or what owns that vehicle. "Follow the money" means nothing these days but a person could discover ownership and do what they will with that info. Are they rented? Leased? Where & who from? OK? The rest is up to you.
They switch out their license plates, constantly. None of their names are on any of those registrations. Bet. Probably some of the vehicles belonged to people that they have disappeared.
They could certainly be dumb enough to use their vehicle (doubtful) and no, the registration will have who/what owns that vehicle. By the law of averages some Mpls police have had enough of their shit. It is very illegal to be in a vehicle with plates that don't match. If you see an ICE vehicle...
