Modesto police seize $27,000, arrest four in gambling, smoke shop sweep

Modesto police arrested four people and seized about $27,000 in cash during an undercover enforcement operation targeting illegal gambling and smoke shop violations at several businesses across the city.

The Modesto Police Department’s Crime Reduction Team, working in coordination with Code Enforcement, conducted the operation this week after receiving community complaints regarding illegal gambling activity inside local businesses.

According to police, undercover officers identified four locations that were providing access to illegal online gambling while “posing” as convenience stores or smoke shops. Officers opened gambling accounts at the businesses, placed wagers and were able to both gamble and collect winnings directly from store employees.

Based on those investigations, search warrants were served at each location, police said.

The following businesses were identified during the operation:

  • Mousa Market, 804 Second St.
  • Kwik-E-Mart, 1425 La Loma Ave.
  • J’s Smoke Shop, 2028 W. Orangeburg Ave.
  • A&Z Smoke Shop, 1410 Carver Road

Four people were arrested on suspicion of offering illegal gambling, police said. One employee was additionally arrested on suspicion of possessing methamphetamine.

Authorities seized about $27,000 in cash connected to the illegal gambling activity, according to police.

As part of the operation, a coordinated smoke shop inspection also was conducted. Police said two of the four businesses in possession of prohibited flavored tobacco products and were cited and fined a combined $20,000.

Investigators also reported that two locations displayed significantly expired food products, which authorities described as an apparent attempt to conceal gambling operations while presenting themselves as legitimate convenience stores.

The Modesto Police Department said the operation is part of ongoing efforts to address illegal gambling, enforce tobacco regulations and respond to quality-of-life concerns raised by community members.

The enforcement action comes as the city continues to scrutinize smoke shops operating in Modesto. The Bee recently reported that dozens of smoke shops have operated without required permits or approvals, prompting increased inspections and enforcement by city officials.
