So it’s been a while since I made a tier list, I was looking through my tier lists and noticing that most of them seem pretty one and done and I’m gonna do a sequel to one of my tier list following up my Arkham Asylum boss fights tier list comes my tier list on Batman Arkham City boss fights tier list, the beloved sequel that basically improves everything Asylum did well expect Poison Ivy but at least Joker got a better boss fight, this game is known for having amazing boss fights including the Harley Quinn’s Revenge DLC, but anyways here’s the list.

I don't think Dimentio necessarily wins against Bill Cipher, but there are some logical arguments that could potentially make him Outerversal, as reachy as they are.
In Mario's Time Machine, there's a level where you go to Greece and meet Plato, who straight up makes allusions to Theory of Forms and cites the Republic, and even the in-universe Aristotle recognises it as legitimate even though the real life Aristotle opposed it at the time. In Super Paper Mario, Dimentio was going to attempt to destroy all existence and recreate it in his own image. This could potentially have included the Intelligible Realm that Plato, who (another) Mario met in a fucking edutainment game, said is real.
Of course, it is ultimately very reachy. Dimentio is only Outerversal if Mario's Time Machine holds weight in the canon and if the Void was going to threaten the Intelligible Realm, neither of which are at all likely. However, it's interesting to note that there's a world where a Dimentio vs Bill Cipher matchup could have been closer because they honestly would have been a good match.
I find it so fucking funny that Mario's Time Machine is honestly Mario's best argument for being Outerversal, with it only being held back by being questionably canon (even by Mario standards) and by being a bit vague on whether it applies factually in-universe. (Just because the philosophy behind it exists in the Mario verse doesn't necessarily mean it's true in-universe. It's not like Mario himself physically goes to the Intelligible Realm after all. Compare the Bill example where Bill literally gave Plato the idea for it in the first place while explaining how reality worked, which provides more of a basis).
Sonic better hope Death Battle doesn't give Mario edutainment scaling when they do Mario vs Sonic 3 or he's fucked lol.
