      Doesn't that just mean that the funding investment group will now develop it - and probably request a lease purpose change to ensure that apartments (and no pool at all) get built?

      Since the lease conditions have not been adhered to, the lease should be terminated. There is a precedent for this - leases have been determined previously.

        This would seem an ideal opportunity for the ACT Government to take back the lease, and restore the pool etc, in time for next season. It can then be operated as a true community asset.
