Teen freeway whiz takes on ADOT
Associated Press
PHOENIX — The Arizona Department of Transportation contingent came well-prepared, a dozen strong equipped with maps, easels, artists’ renderings and glossy brochures.
They’d done this kind of public gathering before'- wow the crowd with visuals, take polite questions and call it a wrap. And they expected to do the same thing at a recent Mesa meeting to discuss a fhture interchange of U.S. 60 and the Santan and Red Mountain fVeeways.
But this time, they met their match.
In 13-year-old Ricky Cannon.
Whenever Ricky’s hand went up, the audience of adults perked up, straining to hear him stump the experts. Most times, their interest went well beyond his age to focus instead on his depth of knowledge.
Even before the ADOT bureaucrats could start their spin session, the Mesa seventh-grader began peppering them with questions.
“I was wondering." the boy asked quietly, "why you went with only a half-diamond interchange at .the Baseline intersection?"
The consultant gave the slender, brown-haired boy a surprised look, then mumbled something about expected traffic flow and rights-of-way.
"Hmm,’’ Ricky responded, suggesting he was not convinced that it shouldn’t be a fUll diamond, with traffic moving all directions onto and off the future Loop 202.
John Codec of Codec, Randall && Associates should have had the advantage: As a member of a "communications strategy and Issues management" company, his job is to sell the project. He had a microphone and an
impressive aerial map of Mesa.
And he is an adult.
But no sooner had he begun his spiel than Ricky’s hand went up.
"Isn’t the South Mountain Freeway still unfunded?’’ the youngster asked.
Yes, it remained partially uitftnided, Codec allowed.
When Ricky asked why ADOT didn’t just go with a "classic stack’’ interchange, Steve Wilcox of ADOT replied. "That’s a good question. But ñrst, do you have a resume?"
The crowd chuckled, and Wilcox explained that the changes Ricky was suggesting take more room and require buying more houses.
“Out of 14 meetings, that’s the first person that’s asked that question, and it’s the best question we’ve had," Codec told the crowd.
Trailing behind Ricky was his mother. Deb Cannon. Though she doesn’t share her son’s keen interest in fYeeways, she pretty much took it all in stride.
"Before he could read, he asked for a book of maps," she said. "We would drive around Phoenix and he’d look for errors. The ñrst mistake he found, we had to drive over (to the spot) and, as he said, ‘Do field research.’ I think he was 6 at the time."
The elder of two children, Ricky attends Tempe Preparatory Academy, a‘charter school. He’s a Boy Scout and an aspiring cartoonist. He reads Calvin and Hobbes and Edgar Allan Poe.
Though the walls of his room are plastered with maps, he also has spent time studying dinosaurs, and was interested in canals for a time.
"I have a couple of flower beds that he kept chaniteling for me," his mother said. "But that’s a Slimmer thing."

RICKY CANNON, 13, of Mesa worked on a map at his home Saturday. Cannon stole the show at an Arizona Department of Transportation public meeting recently concerning a freeway interchange. Sitting up front, he asked the most and best questions. He is trying to design a freeway system for Tucson.
