Bandwidth in Taiwan is extremely expensive. I believe these are the cheapest VPS deals on the market in the Taiwan region at the moment. 1500 GB of monthly bandwidth for $8.33/mo or $99.95/year.
I'm very interested in Taiwan's VPS. Could you confirm if routing to Hinet is guaranteed? Currently, connectivity to Hinet appears to be excellent.

China-optimized routing.
Most Chinese internet traffic is internal (China to China), so the amount of peering from China to the outside world is very small. There are few IXPs that do it, so bandwidth is limited. It's not uncommon to see a host give you cheap 100 Mbps unmetered traffic in Taiwan or Hong Kong, and charge an arm and a leg for an extra 10 Mbps when it peers directly with China.
When it's not optimized for China, the traffic will be taking a really roundabout path to get there, with many hops visible on traceroute (and the associated higher latency). When it is optimized, you get a more direct connection and lower latency, but now you're paying to have a small slice of that direct-to-China pie.

That's what you'll often get when you're buying wholesale (although unlimited traffic but you're charged by the GB). For a provider, it makes less sense to complicate things like that, but that's likely how they (or their upstream) are paying.
Fun fact: There's an IP DSCP field for "lowest cost" which routes datagrams through the cheapest peers when feasible.
