Lucas, 15, was riding an e-bike on New Year's Eve when it crashed into a pole on Don Heads Road near Devonport.
Tasmania Police said he died at the scene.
Lucas had been seriously injured in the Hillcrest Primary School jumping castle tragedy, where six of his classmates lost their lives.
"[The family] got through a horrendous time," Cr Jarman said.
She said his death was tragic, especially after all he had been through.
"Our condolences from the council go out to his family and friends," she said.
"[It's being] felt all around the community."
She asked the community's outpouring to be respectful and kind, and to respect the family's privacy.
On Sunday, government minister Jane Howlett said it was 'devastating' news.
"Our heart goes out to Lucas' family, his friends and his loved ones and all the Hillcrest community," Ms Howlett said.
"It's absolutely devastating, it really is, and we will continue to support the Hillcrest family and Lucas' family."
