Note: The UTTP and its orbiters have and are predominantly infested by tech-illiterate children at the time of this thread's creation. This means that information is rarely archived, and most information is from screenshots and hearsay, all of which is doctored either from "leakers", anti-UTTP groups that have a motive to lie about the severity of misdeeds done by the group, or UTTP members themselves attempting to poison the well with false information. The UTTP started out as an "anti-trolling group" that primarily focused on using comment spam in Youtube comment sections in an attempt to annoy those it deemed to be "trolls" or otherwise worthy of its attention, which has now become a melting pot of federal crimes, from extortion, CSAM distribution and production, as well as cross-overs between many other lolcows who are either a part of it, or associated with members, such as Elaine Miller/Trollcow, who often interacts and participates with other orbiters such as the Foodists/Skibidi Farms crowd, who are often either members of the UTTP or use members of the UTTP for their operations.This is foregoing the many other communities covered on this site that have been targeted by the UTTP, which are documented down below in the rest of the thread. The UTTP is considered to be a part of the greater Discord Raiding/Trolling Communities, who often a-log and ween different types of lolcows, with the usual CSAM spam and federal crimes.
Tom Parkinson / Tommy Parky

The UTTP was founded by Tom "Tommy Parky" Parkinson of the United Kingdom, formerly and currently believed to be residing in the city of Liverpool in Merseyside. The first known account claimed to be owned by Tommy Parky was the @tommyparky account on Twitter, created in May of 2009.

The most infamous account related to Tommy Parky was the "southparkstudiosable" account, which often posted spam with controversial statements in comment sections in all-caps in order to bait people into responding, as well as harassing random Youtuber's he subjectively deemed to be good targets. The incident that first got the attention of the general public was when Youtube user "allbabiesareatheist" (real name: Glen Watson) allegedly had him and her grand-daughter harassed by Tom Parky on so many different accounts with various spam and defamatory statements that he made a video pleading for his fans to help.
It is not ultimately known what became of Glen Watson, but with various primary sources claiming that Glen left the entire Internet under his alias, such as the UTTP wiki (archive.is) (ghostarchive.org), and with no evidence of the "allbabiesareatheist" Youtube account existing at all apart from the videographed plea for help and the many mirrors of the plea from different channels previously active from that time-period in Youtube's history, it's safe to say that Glen capitulated.

After this incident, Tom Parky would then create the official UTubeTrollPolice channel, claiming to be and themed around an unspecified section of a British police department that tried to prosecute trolls online. While no footage of these videos other than small snippets of Tommy's alleged face from modern UTTP propaganda videos exists, secondary sources claimed that these videos often either contained the infamous UTTP clipart or a picture/video of him with Tommy's voice narrating some sort of threat of "prosecution" to a specific user he deemed to be a "troll" or otherwise deserving of his attention, as well as general word salad about new "laws" he created, such as making racism illegal, making hating on him illegal, and other bizarre claims.

Around this time is when the first members allegedly joined, with people previously unknown to Parky adopting their own spin on the UTTP policeman clipart and then joining him, usually with various montages of various UTTP-themed imagery that would later become full-fledged propaganda videos that are better known today, as well as sardonically mimicking Parky's trolling style with various new bizarre declarations of laws and the same all-caps video titles and comment spam. Contrary to popular belief, there is no evidence that Tommy Parky knew the identities of these users or asked them to join in; it appears that all of the members were other trolls that decided to simply LARP as being an officer of this fictitious organization as Parky's seemingly moronic method of trolling actually somehow worked.
Notable examples of claimed officers that have been properly archived and thus allowed into this thread are:
-"StruttingPhill" (archive.is) (ghostarchive.org), early UTTP officer that primarily focused on spamming comment sections relating to conspiracy theories
and general Internet meme culture. Active in 2011-2012.
-"StruttingB4", same general MO as the above officer.
-"TheMrSuperMarioMan", claimed to be the first UTTP officer by some primary sources, though the validity of this claim has not been conclusively ascertained. Later left the UTTP and joined parties against it, while making a video about it. The reason for the backstabbing is factually unknown, and all claims at an answer are not backed by any other proof than "trust me bro". Active between 2011-2013. Featured on Troll News in a video.
The Middle Ages/ The Era of Stephen Larson (2013-2025)
Details about the UTTP become extremely fuzzy at this point, as hearsay and screenshots with a lack of archival tools or objective proof are rampent in supposed information in this era. Even then, this era is largely considered by these sources to be a dead-point for the UTTP up until the start of 2022. There is not much information that is truly known with absolute certainty.What is known with some certainty is that, during some sort of event, Tommy Parky either went inactive or was booted out of the group and replaced with an individual going by the name of "Stephen Larson" at some time between 2015-2016.

The only notable trolling target of this era was the Youtube user "Daxter5150" who often responded to randomly placed UTTP comment spam, leading to the group submitting false copyright claims on his videos and attempting to harass and ween any individual that wanted to come to his defense. Captain "Sherbase12", Operation GachaFall (2021-2022)
"Sherbase12" (archive.is) (ghostarchive.org) is the online moniker for the leader of the UTTP during this time period. They are known for the biggest UTTP operation to date, Operation GachaFall, which revolved around the Gacha Community on Youtube, a community primarily inhabited by pre-pubescent and adolescent girls who play the game known as Gacha Life, a mobile anime character and role-play scene creator.While Gacha-Fall was originally done by unrelated "anti-cringe" Discord servers and the subreddit r/GachaLifeCringe and mostly served as an umbrella term for communities that criticized the Gacha community for its immaturity due to the 13- nature of the community and "gacha heat" videos, a type of gacha video characterized by poorly made erotic content (usually involving taboo or illegal actions such as rape, frotteurism, underage sex, etc), the UTTP quickly seized fame by compromising the channels of many Gacha content creators, and then usually deleting all previous videos on the channel and then making a video titled "hacked by sherbase12" alongside visuals of UTTP propaganda or random memes.
According to Gacha users that re-gained access to their accounts, the main mode of intrusion would either be a link in a DM on Discord either pretending to be another Youtuber interested in collaborating, or a sponsor proposal with a "company link" that either grabbed user cookies or convinced the mostly dumb and tech-illiterate girls of the fandom to voluntarily give away their password by pretending to be Youtube support.

The "Anime Sucks" era, informally known as the "nu-UTTP", start of illegal chaos and lolcow crossovers (2023-2024)
This is by far the most "eventful" period in terms of content, and will by far be the longest in terms of sheer content and information.In the awkward transition period between sherbase12 and Anime Sucks, the UTTP divided into many police groups during the switch from sherbase12 as UTTP members became discontent by sherbase12's online behavior and started splitting up, examples include the YFGA (Youtube Farm Gang Army), the AFF (Anti Fandom Front), which was the officially owned splinter by sherbase12 during its limited existence and many other splinters that had different targets. It would be perfunctory to name all such groups, but you can think of it all as a sort of network of ropes from rafts tied around a singular boat, when the boat goes, everyone divides up.

The actual event that led Anime Sucks to became emperor of the UTTP is disputed, with the UTTP's mostly oral nature on its history complicating matters. This video (ghostarchive.org) by a Youtuber who claimed to have consulted former UTTP members and various anti-UTTP orbiters claims that the issue started with some sort of disagreement within one of the groups about a member that led to utter chaos, with Anime Sucks making a UTTP faction that eventually came out as the winner that re-attached everyone's metaphorical driving raft back to the main boat. To date, there have not been any practical screenshots or archives/live URL's confirming this information, part or whole.
What is very clear from this point on is that unlike previous factions, Anime Sucks was focused on the emotional suffering of the targets, and did not ban any methods whatsoever, and even encouraged some morally dubious and/or illegal methods, with the most infamous being animal abuse and CSAM material. Combined with the fact that the majority of the UTTP's new attention came from communities filled with "ironic degeneracy" in their own respective troll groups led to the majority of newer members being younger and focused on pure shock and edge from virtually any target that could give them a raw reaction.
The first major operation that was quickly noticed by the general public was a variant of comment spam, which came from Youtube bots or manual labor that spammed specific Youtube channels deemed worthy targets by Anime Sucks with templates or various racial slurs to garner attention. Unlike the days of yore, these spammers started adjusting to dynamic filters by using language changes, random punctuation and capitalization changes, the whole shabang.
To the surprise of absolutely nobody, variants of the spam later on started using links to CSAM, often using the Discord CDN. The initial distributor of the CSAM into the UTTP is thought to be the already KF known user, Reginmyre, known for being part of the already documented Foodist/Skibidi Farms group in Community Watch.
The second major operation is Operation Dronefag, which was your regular run-of-the-mill CSAM, gore, and dox information spam on fandom pages relating to the Murder Drone's web-series by Glitch Productions. Alongside this, the UTTP also attempted to create hilariously fake Twitter posts of random targets, claiming to be recently deleted posts, with the content of the doctored posts usually revolving around confessions to acts of pedophilia, rape, or otherwise extremely taboo and illegal behavior in a weak attempt to get the target cancelled.
Tobias O'Keefe / Parlo / Parlophone / ParloYT/ Parloyoutube
Tobias O'Keefe, more commonly known by the online moniker "Parlo", is a British Youtube user who is primarily known for his Roblox content and the various slapfights that he has had with the UTTP, and his unrelated belligerent behavior in the Roblox commentary community. While up to this point, most Youtuber's facing harassment from the UTTP usually attempt to ignore harassment efforts, Parlo went full steam ahead like most commentators do, creating a now deleted video (ghostarchive.org) attempting to make an expose on the UTTP, with alleged internal screenshots, his experience with illegal material and other abusive material being sent to his fans and himself.
To the surprise of nobody, the UTTP started to spam Parlo and anyone related to him with death threats, CSAM, his "phone-booking" (which was partially confirmed by him in the same video as he claimed that it "put (his) family in danger"), and animal gore, both during the time-period that the video was being made, and the larger onslaught after the uploading of it.
While between the next major Parlo upload, Anime Sucks was taken down in an unknown event that has not been archived. According to KF user @Gardener King, this was due to Anime Sucks uploading an infamous CSAM video onto Youtube with zero fear for legal repercussions. If true, Anime Sucks has likely been prosecuted for this incident due to the fact that it was uploaded on the official UTTP Youtube channel, alongside with his Discord tag in the description, and that the date of this post corresponds with the last time that Anime Sucks was heard from publicly.
This caused a bunch of chaos within the UTTP, as the federal police of various nations had started to visit users in real life shortly after this incident, leading to total chaos. This seriously put the UTTP in extreme jeopardy, and it is the currently closest time known to date that the UTTP nearly completely got destroyed in a full swing, and it can be argued that it killed the idea of a united UTTP.
These screenshots are somewhat corroborated as FPS has admitted that he has CSAM and self-harm extortion videos on a "fedded laptop" on SF, a place that is publicly accessible.
At some point, the Discord server and the vanity link "/uttp" for invites was permanently wiped off of the face of Discord. A few temporary leaders started to spring up, with UTTP Emperor "Glen" (now known under his SF/Hutucord owner alias "Klaasky") and FPS being major names, alongside the right-wing man known as "defender". A temporary Matrix server that hosted UTTP operations was then completely nuked after an FBI subpoena hit a former UTTP user's Google account.

The next major upload about the UTTP by Parlo after a fairly small re-cap (ghostarchive.org) with not much new info was this video (ghostarchive.org), which included a Discord VC interview with UTTP members as well as new screenshots of threats and attempts at swatting Parlo and other Youtuber's. To sum up the contents of this video and key characters of this era that are featured if you cannot handle the zoomer editing:
-The constant monitoring of the UTTP by federal agencies has scared many members into either quitting for good, or refraining from all CSAM spam, with human and animal gore becoming the new nuclear option for traumatizing targets
-With Anime Sucks being gone, FPS, Klaasky (Glen), and defender are the last major individuals remaining.
-The new targets are random Twitch streamers. The UTTP's previous ability to mass raid fandoms with obscene material and hack accounts has been severely if not completely neutered. The new "trolling technique" that hot in the UTTP is to call businesses that IRL Roblox streamers are broadcasting in and claiming that they have severe homicidal ideation, or to dox a random streamer from the Twitch catalog and repeatedly send food to their address.
-A promise to ban CSAM and pedophilia advocacy in the greater UTTP by defender in order to save what is left of the UTTP from law enforcement. As you will see later on, this was a complete lie.
After the video, the majority of UTTP members started to join other groups such as Skibidi Farms, and some 764 and soysphere adjacent groups as the main source of coordination with the UTTP, the Discord, was taken down. The majority of trolling after this point was disorganized and done independently by users either for the new groups they joined or for their own personal gain. At some time after this point, FPS started to advertise his UTTP reboot on the usual spam that the UTTP would do on various content creator posts on Twitter. After Skibidi Farms had many hiccups, from having its Discord server banned and various members fucking fedded after the Antiloch school shooting, the Hutucord cartoon police group splinter was created. The server got banished for "violent extremism" by Discord before coming back as an invite-only Discord with a public Matrix for soul-weighing of new potential users.
As of now, at the time of this threads creation, the last major incident other than some random Twitch raid that occured was when a 15 year old streamer was raided with actual CSAM and animal gore in his Discord by FPS and Hutucord together while his reaction was filmed live. His crime? Speaking and interviewing Parlo on his live stream.
Hutucord is now branding itself as a UTTP-allied splinter known as the KKTK, and has already made a channel (archive.is) (won't work with PreserveTube for some fucking reason) with propaganda on it. It is unknown if FPS's server is making any public efforts at recruitment other than the invitation of old users and members from Hutucord.
The Future
For the most part, it is relatively obvious that the UTTP is starting to experience serious issues with the integrity of its structure. Due to the inherently decentralized nature of the UTTP, it's not easily to predicable to tell if another individual will attempt to make a non-pedophilic/illegal alternative, but it is clear that the increased moderation and sanitation of the modern Internet, as well as the shitty OPSEC of the members of the UTTP and their lolcow orbiters have led the UTTP in its current state to start to go into hiding and only let in new members that are established in the existing friend groups of current officers. It's unlikely that the concept of cartoon police groups will completely die out, as there is an infinite amount of sadistic teenagers wanting their sexual or non-sexual fix of suffering that will try to seek out anyone that will accept them under their wing, which may or may not introduce enough young blood a year to keep the groups running. It is not unreasonable to say that the "UTTP" name itself will become a thing of history in the next ten years.
