By RON LaBRECQUE And FREDERIC TASKER Herald Staff Writers A Panamanian freighter with 23 crewmen sank in rough seas 200 miles northwest of Key West early Wednesday. One crewman had been rescued and 10 more were spotted by Coast Guard searchers at mid-afternoon. The 3,784-ton Ukola, carrying a full load of sugar from Santo Domingo to Galveston, Tex., capsized and sank in the Gulf of Mexico at 8:40 a.m., several hours after it began sending distress signals. About 3:45 p.m., after more than seven hours of searching, a Coast Guard plane spotted 10 men in red life jackets waving their arms and bobbing in 70-degree, 10-foot seas. A Norweigan freighter had spotted a lone survivor about an hour earlier but couldn't rescue him because of the rough seas. It wasn't immediately known whether that man was finally pulled out by a ship's crew, or by a Coast Guard helicopter sent from St. Petersburg. AN OIL tanker, the SS Arizona, reported that the Ukola radioed that it was taking on water. The Arizona said by the time it reached the Ukola there was no activity on deck or people in the water. Arizona crewmen watched the Ukola sink. The Arizona said the last radio contact with the Ukola was an automatic radio distress signal received at 6:17 a.m. George Lambremont, an agent in Galveston, said the ship was in Friday and that it normally carried a crew of about 32. He said it was carrying a full load of sugar picked up in Santo Domingo. Hillary Leira of Farvi Shipping, an agent for the ship in Miami, said he had no further information and was waiting for word from the ship's owners in Panama. A COAST Guard plane was dispatched at dawn and was searching the area under cloudy skies. A second Coast Guard plane was expected to fly over the area about mid-afternoon.
