Summary
Afternoon friends, I believe we are nearly there, I can see the finish line. In this article I will cover the Official United States UFO (UAP) Legacy Program from 1942 to 2025 briefly, using open source data. In a later article I will dive deeper into each 3 letter program or agency\group mentioned. Officially the USA’s Official ‘UFO’ or now known as UAP, Program started in 1942 then known as the IPU or Interplanetary Phenomenon Unit. From the IPU the legacy program officially moved under the MAJESTIC-12. MAJIC is an abbreviation for Material Assessment of the Joint Intelligence Committee (MAJIC). This was a joint committee between the CIA and Atomic Energy Commission, the AEC was created after the Atomic Energy Act of 1946. Later the AEC was abolished by the Energy Reorganization Act of 1974 to separate nuclear power promotion from safety regulation. Its developmental functions went to the Energy Research and Development Administration (ERDA), which merged into the Department of Energy (DOE) in 1977. From the inception, the US Army, has been involved with UAP since the atomic bomb. Below you will see a gradual change of the UFO Legacy Program from 1942, with each decade adding new layers from: The AEC, Atomic Energy Act, Executive Branch, CIA, CIA WCPMC, NSC, US Army, NRO, NURO, 40 committee, 303 committee, various UAP gatekeepers such as Henry Kissinger and Glenn Gaffney etc et al.
Thanks to Eric Davis and many others, I now see the entire picture. The end zone is near, it’s fourth quarter. As one of my heroes stated “But for the rest of you. Truman (Possibly FDR as well) created MJ12 or Majestic 12, with the help of Einstein and Oppenheimer, possibly even Ed Teller; using the same Secrecy Matrixes as the Manhattan project. I’m already convinced. Majestic 12 was confirmed real by three whistleblowers and documents from the recent JFK FBI file releases. MJ12 is a secret group formed in 1947 to deal with UFO incidents like Roswell, involving high-level military and scientists. The Wilson-Davis memo suggests by the 1990s, it evolved into SAPOC, a secretive, corporate-controlled program managing alien tech. Even Admiral Wilson was denied access despite his clearance! The Secret UFO Cabal or MJ12 (SAPOC) has (allegedly) killed Americans who dared expose their Programs or are considered a threat to their Non Human ‘Wunderwaffe’ and dark secrets.

1933 to 1944 - Magenta Italy
The Liberation Times uncovered the transfer of a UFO Craft from Magenta, Italy that crashed sometime in 1933 Norther Italy in a town called Magenta. Sharp states “Liberation Times understands the CIA’s interest in alleged non-human materials dates back to World War Two, and its predecessor, the Office of Strategic Services (OSS). Three separate sources have independently told Liberation Times that a mission to expedite the surrender of Italy, led by its director William Donovan and known as the McGregor Project possessed intelligence about a non-human craft that crashed in Magenta, northern Italy in 1933. The communication, seen below, indicates that Charles S. Cheston, Assistant Director of the OSS, informed the Chief of a Research and Development Branch that the McGregor Project was transferred to his branch in June 1944.”

1942 - The Battle of Los Angeles & A Recovered Crashed UAP
The first memo is purportedly the document connecting UFO crashes to the 1942 Battle of Los Angeles (also known as the Great Los Angeles Air Raid), as it was dated just three days after the incident. It references “atomic secrets learned from study of celestial devices” and directs “Dr. Bush to proceed with the project without further delay.” The phrase “this new wonder” appears to be uniquely worded for that era, based on available records. The handwriting of Source S-2 is visible at the bottom of the page. Proving the authenticity of a retyped memo like this in a legal setting would be extremely difficult, though consistency in formatting with period-specific styles could provide some supportive clues. Later Army Chief of Staff George C. Marshall states to President Roosevelt that “this Headquarters has determined that the mystery aircraft are in fact not of earthly origin and, based on secret intelligence sources, are likely of interplanetary provenance.” Marshall then notes: “Consequently, I have directed Army G-2 to establish a specialized intelligence unit to investigate the phenomenon further and identify any links between the recent events and those documented by the Director of the Office of Coordinator of Information.”

1947 - Oppenheimer-Einstein Draft, June 1947
This six-page document, entitled “Relationships with Inhabitants of Celestial Bodies” and dated June 1947, is credited as the first official paper to introduce the term “Extraterrestrial Biological Entities,” or EBEs. 1947 - Vannevar Bush Letter to President Truman, 5 July 1947
On July 5, 1947, possibly as a result of the New Mexico events, Vannevar Bush writes a memo to Truman recapping the status of the earlier investigations. As an apparent follow up by FDR to Bush, FDR wrote another letter (which we don’t have) in April 1944 requesting recommendations on four specific points. This letter is Bush’s answer. It is presumed that the Top Secret/Eyes Only Operation Majestic-12 classification was added at a later date. The letter also shows an “OK” and a Harry Truman signature. This letter is stamped with the known authentic “original” stamp, and was probably produced by a typewriter because of the uniformity of letter spacing. We expect to show, of course, that this format was commonly used by OSRD typewriters of the era. Bush restates the FDR questions for Truman’s benefit, mentions the assistance of distinguished committees, alludes to the “many meetings since the events of this summer,” transmits the full reports as appendices, and proposes a “single mechanism for implementing the recommendations of the several committees.” Could this be one hugely classified program called “Majestic Twelve” at the end of the summer? The date of the letter, 5 July, was, of course, coincident with the recoveries going on in New Mexico at that very time. Harry Truman’s “OK” may have been prophetic.

1956 -1959 - President Eisenhower & PEADs
During the Cold War, President Dwight D. Eisenhower's administration initiated the concept of Presidential Emergency Action Documents (PEADs) as part of continuity-of-government plans, specifically in response to the potential threat of a nuclear attack. The initial national security document establishing these programs appears to be NSC 5521, "NSC Relocation Plan," issued in 1955. PEADs are classified as "secret" and have never been declassified or leaked. They seem to be exempt from congressional oversight. While the law mandates that the executive branch report highly sensitive covert military and intelligence operations to certain congressional members, no such obligation exists for PEADs, and there is no indication that these documents have ever been shared with relevant congressional committees. Despite the secrecy surrounding PEADs, various unclassified or declassified documents discussing them have emerged over time. At the 2024 Sol Foundation Symposium (@_SolFoundation), Dr. Eric Davis, PhD, discussed how certain classified “black programs” are shielded from congressional and Senate oversight by the so-called Deep State.He explained: “’PEADs’ stands for Presidential Emergency Action Documents. 1961 - Army Foreign Technology Division FTD & NRO
The Foreign Technology Division (FTD), commonly associated with analyzing foreign aerospace technology (including in UFO-related discussions due to its location at Wright-Patterson Air Force Base), was part of the U.S. Air Force and began on July 1, 1961. It was established when the Air Technical Intelligence Center (ATIC) was redesignated and reassigned to Air Force Systems Command. The FTD operated under that name until 1991, when it became the Foreign Aerospace Science and Technology Center, and eventually evolved into today’s National Air and Space Intelligence Center (NASIC). Its predecessors date back to early Army Air Corps intelligence units in the 1910s–1940s, but the specific “Foreign Technology Division” name and organization started in 1961. (Note: There was a separate U.S. Army entity called the Foreign Science and Technology Center (FSTC), established on August 1, 1962, focused on ground forces technology—but the commonly referenced “Foreign Technology Division” in historical and intelligence contexts, especially at Wright-Patterson AFB, is the Air Force one from 1961.) The National Reconnaissance Office (NRO) was established in 1961. It was formally created as a classified agency in the U.S. Department of Defense on September 6, 1961, following a recommendation approved by President Eisenhower in August 1960 and an agreement between the Secretary of Defense and the CIA Director. Who is MAJESTIC 12, MAJIC, or MJ-12 today?
Simple, SAPOC & SRG. SAPOC or Special Access Program Oversight Committee, is a Department of Defense (DoD) body that oversees Special Access Programs (highly classified “black” projects). It was established or significantly formalized in the mid-1990s, specifically through changes announced by the Deputy Secretary of Defense on January 5, 1994, which standardized SAP management processes via the SAPOC under the President Bill Clinton. This aligns with broader DoD reforms in the mid-1990s that expanded and restructured the modern Special Access Program framework. Sources describing its origins point to internal DoD directives (e.g., DoD Directive 5205.07) and administrative actions rather than any specific 1990 legislation. Spearheading the SAP governance structure is the SAP Oversight Committee (SAPOC). Made up of a who’s who of Pentagon Under Secretaries, Vice Chiefs, and Assistant Directors, the Oversight Committee’s primary role is to advise and assist the Secretary and Deputy Secretary of Defense in the governance, management, and oversight of all DoD Special Access Programs.
Ensuring that the limitation of secrecy to only a select few isn’t a decision made in a vacuum, assisting the SAP Oversight Committee is:

SAP Senior Working Group (SWG): Provides recommendations to the Senior Review Group and serves as a senior program protection forum coordinating, deconflicting, and integrating special programs.

2007 - CIA DS&T Glenn Gaffney, Lockheed Martin, AAWSAP BAASS, Office of Global Access OGA (now TTMC)
Who is Glenn Gaffney? He’s the former CIA DS&T whom blocked the transfer of an Egg shaped AAV of Unknown Origin from Lockheed Martin to Bigelow BAASS / DIA. I was the first person to expose Glenn Gaffney online.. however, I was the second person to expose Mr. Gaffney, the first was Mr. George Knapp @g_knapp in his book Skinwalkers at the Pentagon and repeating this under of this year in front of Congress now in congressional archives @JeremyCorbell .

2021 - NRO Sentient Detects Tic Tac UAP
In 2021, declassssified in 2022, NRO Sentient AI Program documents show the detection of UAP. This is a fact, the National Reconnassiance office admitted that it tracks UAP as if the 2010’s and 2020s. This comes from whistleblower testimonty from Matthew Brown and Immacculate Constellation which is now in congressional archives:

This year, whistleblower Matthew Brown did an interview on the Weaponized Podcast with Jeremy Corbell and George Knapp, in this interview he 100% confirmed my hypothesis with his first hand eye witness testimony in regard to Sentient Artificial Intelligence Program at the NRO tracks UAP for the US government. 2025 - Conclusion
In conclusion, we can see the legacy program be pieced together over the past 85+ years. A 4-Dimensional puzzle, scattered across; first hand eye witness testimony, whistleblowers, journalists, books, articles, FOIA documents, leaks, documentaries, current and former military members, etc et al. This UAP Conundrum in my minds eye comes together similar to a carnivals blooming onion, with each layer.. there is a security apparatus matrices setup in motion due to famous crash retrievals, WWII, and the Cold War. There is obviously much more to the story than my mere articles, my hope is that these will help build the picture of the Legacy UAP Program. We see from 1942, the Battle over LA created the IPU via the POTUS. Later the IPU changes to the MAJESTIC-12 or MJ-12, enveloped by the 1947 and later the 1954 Atomic Energy Act and by the National Security Act which changes the OSS to the CIA and creates the NSC. Later the program is wrapped up in more secrecy by Eisenhower via executive PEADs. Another layer is added in the early 1960s with the NRO and Army FTD. In the 1990s, MJ-12 formally changes via DoD Directive 5205.07 and changes to SAPOC \ SRG. There are of course many other players involved including the National Underwater Reconnasiance Office, Office of Global Access at CIA now known as the Transnational Technology and Mission Center, FFRDC’s, the MIC, DOE, DoD Contractors, etc et al. Who in the government has been leading the charge on the study & research of the UAP Phenomenon? The NRO & CIA WCPMC. The primary focus of the CIA’s Weapons and Counterproliferation Mission Center (WCPMC), along with the broader Intelligence Community, in UAP research is to examine the phenomena, evaluate possible non-human origins, classify potential controlling intelligence’s, and probe their motivations. According to reports citing anonymous Intelligence Community sources (e.g., Liberation Times, October 2025), this role includes analytical expertise on exotic materials and liaison functions with UAP task forces.
