‘Your affiant upon oath states that he has reason to believe and does believe that grounds for such warrant
exist and states the following facts on which such belief is founded on the following affidavit.
1, Detective Ryan Fedo, a member of the Providence Police Department, of the City of Providence, of the
State of Rhode Island on solemn oath depose and say:
1, Detective Ryan Fedo, a member of the Providence Police Department, have reason to believe and do
believe that
Your affiant, Detective Ryan Fedo, has been employed for the past 11 years and 2 months as a full ime
sworn law enforcement officer for the City of Providence. Your Affiant is currently assigned to the Detectives
Bureau. Prior to your current Affiant’s assignment, I was assigned to the Providence Police Weapon’s Bureau,
where Courtroom testimony was provided on the function and operability of firearms.
On December 13, 2025, at approximately 16:06, Providence Police responded to the area of 184 Hope
Street, the Barus Holley building on the Brown University campus, for calls ofan active shooter. Upon arrival,
police found multiple gunshot victims. A large law enforcement deployment began to secure the building and
Search the area for suspects and further victims.
Fire rescues responded and began to treat and transport wounded victims located in the area of Room
#166, the Tanner Auditorium (“Tanner Auditorium”). This auditorium has staircases running up both sides with
entrances at the top and bottom. There were ten (10) victims i total. Two victims, identified as MukhammadAziz.
Umurzokov (EE and Ella Cook (JED were pronounced deceased on scene. Umurzokov was found
deceased near the upper entry door of the auditorium and Cook was found deceased on the floor between the aisle
rowsJ and H.
“The eight other victims were transported to Rhode Island Hospital. They were identified by full names
and dates of birth that known to your Affiant but for the purposes of this Affidavit, they will be identified by
initio:
Providence detectives interviewed |: i1(ubatcd or otherwise
unavailable to speak. Numerous other Brown students and stall have 2150 given statcments. Tanner auditorium
was used for an exam review session for a Principles of Economics course at the time of the shooting, scheduled
for 14:00-16:00 that day. The details for the final reviews were emailed 10 students by the course professor with
five review sessions scheduled. Students reported being in the auditorium when they suddenly heard gunfire
coming from the rea/top of the auditorium, Some students reported running to the teacher's desk at the front of
the auditorium where they hid to conceal themselves until police arrived on scene. A description ofa Suspect was
formed from the intervicws ofamedium build male subject, wearing face covering or mask that covered his lower
face. Students reported hearing multiple gunshots and police would discover numerous 9-millimeter shell casings
in the hallway and steps lcading down to the bottom of the auditorium. Multiple witnesses described the shooter
entering from the back/top of the auditorium and walking down as he fired across and towards the front of the
room
Providence BCI detectives and FBI investigators processed the crime scene. Investigators recovered
ballsties evidence: forty-four (44) spent 9-millimeter shell casings, one unfired cartridge casing, and numerous

prominent
major
full
DNA/STR
profile
from
the
fired
cartridge
casings
was
obtained
and
was
entered
into
CODIS
and
retumed
as
having
no
matches.
This
profile
is
of
sufficient
quality for
‘comparison.
Additionally, there
i
a
different
full
DNA/STR
profile
that
is
observed
in
all
of
the
samples
collected
from
the
two
submitted
magazines,
and
all
cartridges
received within those
magazines. This
profile
was
also
entered
into
CODIS
and
returned as
having
no
matches.
Law
enforcement teams conducted
surveillance
video canvas of
all
surrounding
areas.
From
the
collective,
surveillance,
a
suspect
(hereafter
“Suspect”)
was
identified
that
appears
across
video
sources.
A
systematic
reviewof
those
video sources revealed
that
the
Suspect
was
circling the
immediate
arca
carlier in
the day,
at
approximately
10:35
hours
in
the
Manning
and
Cooke
Streets.
There
ar
several
instances
where
this
Suspect
is
captured
on
video
surveillance from
[Ill
Cooke
Street,
including
at
10:37,
10:56,
14:00,
14:52.
This
Affidavit
contains
a
more
complete
video
timeline
with
still
images

They

The
Suspect appears
as
a

observed

blocks
from

Suspect
is
observed
on
video
surveillance
walking from
Manning

to

Street,
then
on
a

exterior
camera
crossing

Street
into
the
parking
lot
abutting

This
was
observed
to
be
at
14:56,
before
the shooting.

height analysis
was
performed by FBI
investigators.
They
used
two
sill
images from
a
ring
cameravideo
at

Manning
Street.
These
still
images showed
the
Suspect
in
full
erect stature.
They compared
this
Suspect with
the height
of
fixed
landmarks
like a
fence
gate,
calculating to account
for distance.
This
height
analysis
showed
the Suspect’s height range between
5'7
and
5'9.
Based on your
Affiant’s training
and experience, and the training
and experience
of
numerous membersof the investigative team, after
an
analysis of
all
accumulated video surveillance of
the
Suspect on December
13,
2025, both before and
after the shooting, there
is
a
common
gait
and body movements of the Suspect. This

contact
numbers
and
email
for
the
public
to
reach out
to.
Additionally,
on
December
15,
detectives
interviewed shooting

observed
the
shooter
enter the
auditorium
from
the

Detectives
responded
to
Rhode
Island Hospital
to

at
approximately

suspect.
When
provided
with
a
photo
of
the
Suspect,

pushed
back,
and
became
emotional.
She
was
observed
to
be
tearing
up
and
shaking.
She
then
confirmed
that
the
image
showed
the
shooter.
Detectives
then
spoke
with
[ffwho
indicated
that
he
was
in
close
‘proximity
to
the
shooter
when
he
was
shot.
Detectives
presented

with
the
same
still
image
as
Mand
a
second
close-up
image
of
the
suspeet
from
the
same
camera
source.
Upon
observing
these
two
photos,

a
deep
breath,
shut
his
eyes,
changed
his
breathing
pattern,
and
confirmed
that the
shooter
he
saw
in
the
hallway appeared

the
person
in
the
photos
presented.
Detectives
met
with Jilfnd
presented
him
with
the
image
of
the
Suspect.

Investigators
began
to
receive
and
investigate
a
large
number
of
tips
being
communicated.

Detective
Matthew McGloin
and
ATF
Special
Agent Anthony
Ventetuolo
interviewed

custodian
who
works
the
Brown
University
ol“.
noticed
a
suspicious person
with a
surgical
"mask,
dressed
in
the
same
clothing as
the released
images
of
the
Suspect.
On
one
occasion,
afer
this
individual
noticed
I
he
entered
the
door
on
the
Hope
Street
side,
went
immediately
into
a
ground
level
bathroom,
across
from
room
166,
Jffrecalled
specific
dates
of
November
28,
2025 and
December
1,
2025,
and
seid
the
encounters
ocurred
between
his
shift start
at 3
pm
and
sunset,
[Jill
said
the individual
walked
with a
limp.
Based on
this,
MeGloin
and
Ventetuolo
reviewed
Brown
surveillance
footage
from
December
1,
2025,
where
they
saw
an
individual
matching
the
general description as
the
Suspect.
On
December
16,
2025,
the
tip
command
center received
information
from an
anonymous
source
referencing
a
Reddit
post
from
the

Investigators
obtained
a
copy
of
the
Reddit
post.
It
reads:
“Pm

into

Nissan with
Florida
plates,
possibly
a
rental,
That
was
the
car
he
was
driving,
twas
parked
in front of
th
little
shack behind
the
Rhode
Island Historical
Society
on
the
Cooke
St
side.
I
know
because he used
his
key
fob
to
open
the
car,
approached
it
and
then
something prompted him
to
back away.
When
he backed
away
he
relocked
the
car.
I
found
that
odd
so
when
he
circled the
block
I
approached
the
car
that
is
when
I
saw
the
Florida
plates.
He was
parked
in
the section
between
the gate
of
the
RIHS
and
the
comer
of
Cooke.

Any
released videos
up
until that
point did not include
a
grey Nissan

Based on
the
tip,
investigators
reviewed the
surveillance videos
further
and
located
a
grey/blue Nissan sedan.
It
appeared consistent with
the
make
and model
of
a
Nissan Sentra sedan.
“The information provided by the Reddit poster was
consistent with and corroborated the carlier

Suspect
were
released
to
the
media
with
requests
for
assistance
in
identifying the
individual.
To
coordinate
the
information
coming
in,
a
tip
line
command
center
was
established
on December
15,
2025
with
contact
numbers
and
for
the
public
to
reach out
to.
Additionally,
on
December
15,
detectives
interviewed shooting
vit:

were
in

interior
of
the
Tanner
auditorium/room

sustained
gunshot
wounds:

observed
the
shooter
enter the
auditorium
from
the
{op/rear.
Detectives
responded
to
Rhode
Island Hospital
to
present

still
images
of
the
Suspect
from
video
surveillance
of

Benevolent
Street,
on
December
13,
2025
at
approximately
14:18

she
got
a
good
look
at
the
suspect.
When
provided
with
a
photo
of
the
Suspect,
llquickly
froze,physically
pushed
back,
and
became
emotional.
She
was
observed
to
be
tearing
up
and
shaking.
She
then
confirmed
that
the
image
showed
the
shooter.
Detectives
then
spoke
with
[ffwho
indicated
that
he
was
in
close
‘proximity
to
the
shooter
when
he
was
shot.
Detectives
presented
[ll
with
the
same
still
image
as
Mand
a
second
close-up
image
of
the
suspeet
from
the
same
camera
source.
Upon
observing
these
two
photos,
Iltook
a
deep
breath,
shut
his
eyes,
changed
his
breathing
pattern,
and
confirmed
that the
shooter
he
saw
in
the
hallway appeared

be
the
person
in
the
photos
presented.
Detectives
met
with Jilfnd
presented
him
with
the
image
of
the
Suspect.

that
the
Suspect
in
the
images
was
the
shooter.
Investigators
began
to
receive
and
investigate
a
large
number
of
tips
being
communicated.

interviewed

who
works
the
Brown
University

noticed
a
suspicious person
with a
surgical
"mask,
dressed
in
the
same
clothing as
the released
images
of
the
Suspect.
On
one
occasion,
afer
this
individual
noticed
I
he
entered
the
door
on
the
Hope
Street
side,
went
immediately
into
a
ground
level
bathroom,
across
from
room

Jffrecalled
specific
dates
of
November
28,
2025 and
December
1,
2025,
and
seid
the
encounters
ocurred
between
his
shift start
at 3
pm
and
sunset,
[Jill
said
the individual
walked
with a
limp.
Based on
this,
MeGloin
and
Ventetuolo
reviewed
Brown
surveillance
footage
from
December
1,
2025,
where
they
saw
an
individual
matching
the
general description as
the
Suspect.
On
December
16,
2025,
the
tip
command
center received
information
from an
anonymous
source
referencing
a
post
from
the
Providence sub-Reddit
made
by
the
username
{JE
The
then-
anonymous
tipster
stated
the Reddit
poster

John’s
full
identity
is
known
to
the
Providence
Police
and
to
your
Affiant.
John
indicated
that
he
wished
to
speak with Providence
Police
about
his
interactions
with
the individual
that
Providence
Police
had
publicly
identified
as
a
“person
of
interest.”
That
person
of
interest
is
being
referred
to
throughout
this
Affidavit
as
the
Suspect
and
is
featured
in
numerous below
surveillance
video
photographs.
John
did
not
refer
to
{his
individual
as “the
Suspect”
but
it
is
clear
from
his
recorded interview
that
he
was
referring
to
the individual
featured
on
surveillance videos.
John
voluntarily
accompanied
police
officers
to
the
station
where
he
agreed
to
a recorded
interview.
At
the
outset
of
his
recorded
interview, detectives
reminded John
that
he
was
free to
leave
at
any
time
and
that
he
was
there
voluntarily.
John
expressed
that
he
would
provide
all
the
information
he
had
on
the individual.
John
recounted
that
he
first
encountered
the
Suspect
(the
same
person
of
interest
released
to
the
public
through
multiple
images
and
videos),
inside
a
bathroom on
the
ground
floor of
the
Barus Holley
building
immediately
to
the
right
ofan
entrance
of
the
building
on December
13,
2025
at
approximately
13:45-14:00.
John
described
the
Suspect’sclothing as inappropriate
and
inadequate
for the
weather.
Specifically,
he
described the jacket
and glovesas
flimsy.
He
described
the clothing,
including
the
jacket as
baggy,
with
at
east
two
undergarment
shirt
layers
(one
of
which
has
a
brand
style
logo
in
the
bottom
right
comer;
John
believes
the
logo
was
a
name
brand, possibly
L.L.
Bean).
He
described
the
pants
and
shoes
as
kitchen/estaurant
worker
style,
of poor
quality or
would
be
associated
with
Walmart
(John
cast
no judgment
as
to
the
quality).
John
described
large
facemask
covering
the
entire
lower
part
of
the Suspects
face.
He
believed
that
the
Suspect
was
wearing
glasses.
John
described the Suspect’s
skin as
“weathered”
and
a
“cinnamon
color
complexion.”
He
believed
that
Suspects
eyes
are
brown
and
his
face
appeared
to
be
chubby.
From
the
interview, there
were
several instances
where
John
made
eye
contact
with
the
Suspect or stood
iin
close
proximity
to
him.
The
initial
encounter involved
John
locking eyes
with
the
Suspect.
After
this

Street

registration
plate.

Suspect
had
a
key
fob
because
the
lights of
the
Nissan
lit
up
as
the
Suspect approached,
as
if
the vehicle
was
being unlocked by a key
fob.
The
Suspect suddenly turned around from
the vehicle
and walked
in
the
opposite
direction,
taking
a
left
at
the
nearby
intersection.
John
stated that
the
Suspect “looked
at
him]
like
he
knew
[him.]”
John approached
the
sedan and observed
two
fanny pack
style
bags on
the rear
floorboard
on
the passenger
side.
John remained on
that
block and observed
the
Suspect looping back
to
the
area,
then switching
directions
every time they
saw
cach
other.
John
described
this pattern as
“a
game
of
cat
and mouse” between himself and the Suspect.
At some
point, they
encountered each other
on George
Street, at
which
time, the
Suspect ran
in the
oppositedirection.
John then ran
up
behind
the person of
interest,
slowed
to a
spoed-walk and walked
past the
Suspect
John then turned to face the Suspect. John
estimates that they were standing approximately two

away from
each
other.

circling the block?” The Suspect
