If you see a service in Tokyo advertised as an Escort Service, it's a lie. It's a term to attract attention to English speakers to their service... 98% of the time, this is a delivery health and FS does not come as a part of the service. (Thus the disclaimer you see on these sites...) To the rest of the world, Escort Service means that you're meeting someone for a sexual encounter... but Japan has figured out that if they call themselves an Escort service or GFE service, they'll get more foreign clients. Of course, those ID'd as GFE are true experiences where the girl takes your money but doesn't put out... lol.

The only FS services are Soaplands or Independents. Asian Mystique operates in a grey zone (no matter how they spin it) and still provides FS as a part of their default service.

The categories are outdated and it's a monumental task to re-sort the indexes. It will be done to help make things more clear but resources are extremely limited.

I do speak Japanese but out of laziness and because at least I know what I'm getting, I've always used Asian Mystique (plus I was under the impression that many soaplands automatically turned down foreigners or charged them more or that kind of stuff). Sorry for mentioning those agencies, I didn't know they were banned here.

Soaplands are heavily reviewed here and while some Japanese knowledge is desired, it's not always an automatic 'no' in the case of being a foreigner. There are some foreigner taxes, but again, that's not always the case. If you're happy with AM, then that's fine. However, if you have even just a basic elementary command of Japanese language, it opens many more doors for you with more to explore.

The tourist market is just a cash-grab for those sites that specifically go after those potential clients. It's really disappointing to see what some have turned it into and especially the marketing ploys and word play. 🙄

I added some clarification - those particular agencies are essentially a ripoff, the same girls work for other shops at far lower rates. You're paying a heft surcharge for misleading advertising and being able to book in English.
