I have a bit of schizo theory as to why law enforcement may be overlooking Leto in spite of the continuous reports from 4chan.

If you consider Leto's position, he's not some nobody isolated from the rest of the world. He runs a community for pedophiles to interact with one another and spam other websites with illegal material. Rather than a leaf in the network of people distributing CSAM, he's node.
When law enforcement catches someone like Leto, they almost never get them and them alone. Seizing their infrastructure and passively collecting information about their user base is for a period of time is far more valuable because it eventually leads to more arrests.
Leto's website actually is a perfect honey pot. You don't need to be behind Tor or VPN to access it, it's available right on the clear net. This means that the opsec impaired can connect to it right from their bare IP address.
While the NCMEC reports from 4chan are completely useless because all those posts are made behind residential proxies, the data collected by Leto's website is not. It's a documented fact in this thread the Leto logs every IP address and post made from his 4chan front end. We see him leak the IPs of users he doesn't like regularly. For law enforcement, this is a gold mine.
Leto being in Texas also means the feds never have to even leave their own backyard. They can show up and snatch him whenever they want, no international collaborations, no extradition needed.

All this is to say that it highly possible that Leto's already been picked up by law enforcement and they're letting him play the role of informant so they can get more arrests out of this whole situation. It explains why they're being so mum about doing anything. The spam on 4chan, Kiwifarms, and the Sharty is simply the price they're willing to pay to keep this whole thing going.
